Amends the Illinois Pension Code, the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Public Aid Code. Allows a medical or health care provider who participates under the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, or the Public Aid Code to elect, in lieu of receiving direct payment for goods or services provided, to participate in the health care provider deferred compensation plan. Requires the State Board of Investment to develop and establish and the Department of Central Management Services to administer a deferred compensation plan for health care providers under the same terms and conditions as the State Employee Deferred Compensation Plan. Provides that a medical or health care provider who elects to participate in the plan does not have a cause of action against the State for any damages allegedly suffered by the provider as a result of any delay by the State in crediting the amount of any contribution to the provider's plan account. Effective January 1, 2010.

Amends the Environmental Protection Act. Limits the circumstances under which the Environmental Protection Agency must send a fee notice to existing NPDES permittees. Exempts NPDES construction-site storm water permittees who meet certain requirements from paying an annual NPDES construction-site storm water permit fee after payment of an initial annual fee of $500 before January 1, 2010 or $750 on and after January 1, 2010 (now, NPDES construction-site storm water permittees must pay $500 initially and $500 each subsequent year, except if a permit is issued during the months of January through June, then the permittee may be exempt from paying an annual fee during "the 12 months beginning July 1 that immediately follow the period for which the initial annual fee was due"). Under existing law and this Act, the Agency may prorate the initial annual fee in the case of permits issued during the months of January through June. Effective immediately.
Amends the Illinois Public Aid Code. Provides that it shall be the policy of the Department of Human Services to provide TANF aid to all qualified persons who seek assistance and to conduct outreach efforts to educate the public about the program. Makes changes concerning the disregard of earned income. Requires that financial aid be provided no more than 15 days after the date of application. Requires that an applicant undergo a thorough employability assessment within the first 30 days after the date of application for aid. Adds a definition of "domestic or sexual violence", and adds references to domestic or sexual violence in provisions concerning crisis assistance and development of a personal plan for achieving self-sufficiency. Effective immediately.
