Amends the Line of Duty Compensation Act. Provides that the person filing a claim for compensation under the Act for a fireman killed in the line of duty shall have access, on a timely basis and in an efficient manner, to all information related to the court's consideration, processing, or adjudication of the claim. Includes in the definition of "eligible late claimant" persons filing a claim for compensation under the Act for a fireman killed in the line of duty.

Amends the Public Community College Act. Provides that the Illinois Community College Board shall certify, prepare, and submit monthly vouchers (rather than quarterly vouchers) to the State Comptroller setting forth an amount equal to one-twelfth (instead of 25%) of the grants approved by the State Board for base operating grants and equalization grants. Effective July 1, 2010.
Amends the Grow Your Own Teacher Education Act. Makes changes concerning the purposes and goals of the Grow Your Own Teacher Education Initiative, the definitions of certain terms, including adding a definition of "cohort", the composition of a consortium, candidate qualifications, a cohort's education (instead of training), collective consortium decision-making, supportive services, the program of forgivable loans, the award of grants under the Initiative, the inclusion of certain costs in program budgets, and funds to cover the salary of a site-based cohort coordinator.
