Mourns the death of John Leroy Morey of Bunker Hill.

Appropriates $1,331,100 to the Department of Public Health from the General Revenue Fund for grants to the Illinois Poison Center. Effective July 1, 2013.

Amends the Illinois Insurance Code. Provides that with respect to employers correctly classified within the construction industry, the amount charged to the insured for workers' compensation and employers' liability insurance shall be based upon hours worked by employees in specific job categories or classifications, not the wages or salaries paid to the employees. Makes technical and grammatical changes.

Creates the Disease Testing for Public Safety Officials and Volunteers Act. Provides that an emergency services provider or first aid volunteer who is significantly exposed to blood or body fluids during the course of performing his or her duties or during the course of performing emergency assistance or first aid may: (1) request that the person to whom the emergency services provider or first aid volunteer was significantly exposed voluntarily submit to testing for the presence of communicable disease; or (2) petition the circuit court for an order requiring that the person to whom the emergency services provider or first aid volunteer was significantly exposed submit to testing to determine the presence of a communicable disease and that the results of that test be disclosed to the petitioner by the Department of Public Health. Provides that the circuit court may enter an order requiring that a person submit to testing, including blood testing, for a communicable disease if the court finds probable cause to believe: (1) the petitioner was significantly exposed; and (2) the exposure occurred during the course of the emergency services provider's duties, or the provision of emergency assistance or first aid by a first aid volunteer. Provides that any person or entity entitled to receive confidential information under the Act, other than the person tested and identified in the information, who violates the provisions of the Act by releasing or making public that confidential information, or by otherwise breaching the confidentiality requirements of the Act, is guilty of a Class B misdemeanor. Effective immediately.

Amends the State Records Act. Makes a technical change in a Section concerning the short title.

Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.

Amends the Illinois Fertilizer Act of 1961. Makes a technical change in a Section concerning the short title.

Amends the Election Code. Provides that petitions to constitute a new political party in the State and nomination petitions for independent candidates must be signed by a number of qualified voters at least equal to the minimum petition signature requirement for a Statewide office candidate of an established political party (instead of 1% of the number of voters who voted at the next preceding Statewide general election or 25,000 qualified voters, whichever is less). Provides that petitions for form a new political party within any district or political subdivision less than the entire State shall be signed by qualified voters of the district or political subdivision equaling in number not less than the minimum petition signature requirement for the office on the slate with the highest minimum petition signature requirement (instead of 5% of the number of voters who voted at the next preceding regular election in that district or subdivision). Provides that the signature requirement for nomination petitions for independent candidates for public offices other than Statewide offices is the same as the signature requirement for established political parties. Provides that, if the signature requirement for established political party candidates also includes a limit on the number of signatures that may be filed, then that limitation shall also apply to new political party candidates for that office. Effective immediately.

Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.

Amends the Payday Loan Reform Act. Authorizes a municipality to limit the number of licensees located in the municipality beginning January 1, 2015. Provides that the limit established by a municipality may be no less than 5. Provides for the Department of Financial and Professional Regulation to randomly nonrenew licenses if the renewed license would result in a number of licenses in excess of the municipal limit. Reduces maximum permissible finance charges.
