Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that for a person who is a resident in a facility licensed under the ID/DD Community Care Act, the Community-Integrated Living Arrangements Licensure and Certification Act, or the MC/DD Act for whom payments are made throughout a month and who is determined to be eligible for medical assistance, the State shall pay an amount in addition to the minimum monthly personal needs allowance authorized under the Social Security Act so that the person's total monthly personal needs allowance from both State and federal sources equals $60. Effective immediately.

Amends the Legislative Commission Reorganization Act of 1984. Makes a technical change in a Section concerning the Joint Committee on Administrative Rules.

Amends the Public Community College Act. Makes a technical change in a Section concerning the Illinois Community College Board.

Creates the Energy and Environmental Security Act. Contains legislative findings. Amends the Illinois Finance Authority Act. Provides that the aggregate amount of bonds that may be issued by the Illinois Finance Authority for Clean Coal Projects may also be used to finance certain Qualified Clean Coal Projects. Creates the Clean Coal Technology Development and Utilization Fund. Provides that the Fund shall be used by the Illinois Finance Authority to administer the Agency's responsibilities to support the financing and installation of qualified clean coal projects. Amends the Illinois Power Agency Act. Contains provisions concerning diverse energy portfolio standards. Provides that nothing in the Act prohibits the Agency from taking title to indigenous or bituminous coal in order to fulfill any purpose enumerated by this Act. Amends the Public Utilities Act. Makes changes concerning procurement and certificates of service authority.

Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that, where funds appropriated for Fiscal Year 2016 for the payment of utility bills for State offices located in the City of Springfield are not sufficient, additional funds needed to pay those utility bills are appropriated from the general funds of the state and those sources from which those utility bills were paid during Fiscal Year 2015. Defines "utility". Effective immediately.

Amends the MC/DD Act and the ID/DD Community Care Act. Provides that a notice of penalty sent to a facility must contain a detailed computation showing how the amount of the penalty was derived, including the number of days and the number of residents on which the penalty was based. Effective immediately.

Amends the Illinois Vehicle Code. Provides that each person applying at a driver services facility for a driver's license or permit, a corrected driver's license or permit, an Illinois identification card or a corrected Illinois identification card shall be notified that the person shall be registered (rather than may apply to register) to vote, and if his or her address has changed, his or her voter registration information shall be updated (rather than may be transferred upon application) to the new address within this State. Provides that the person may decline to register to vote and the employee or the Secretary of State shall not transmit the person's information to the applicable election authority.

Creates the Illinois College Promise Program Act. Provides that the Illinois Community College Board shall administer the Program for Illinois residents seeking an associate's degree, certificate, or diploma from an eligible community college. Sets forth provisions concerning the eligibility requirements for a student to be awarded the Illinois College Promise scholarship. Sets forth provisions concerning the administration of the Illinois College Promise Scholarship Fund. Amends the State Finance Act. Creates the Illinois College Promise Scholarship Fund as a special fund in the State Treasury. Effective July 1, 2016.

Amends the Counties Code. Provides that the State's Attorney shall request the appointment of a special prosecutor for officer-involved deaths. Defines "officer-involved death". Provides that the Illinois Supreme Court may make such rules as they deem necessary and expedient to guide or limit courts in appointing special prosecutors for officer-involved deaths. Effective immediately.
