Amends the Illinois Procurement Code. With respect to the criteria for status as a responsible bidder on State construction contracts, adds requirements concerning contributions for employee health insurance, training, and pension or retirement benefits.
Amends the Illinois Public Aid Code. Provides that the Department of Human Services, in consultation with the Department of Healthcare and Family Services, shall develop an initiative within the Home Services Program under which legally responsible adults may be reimbursed for providing care to eligible clients. Sets forth the components of the initiative. Provides that by November 1, 2008, the Department of Human Services and the Department of Healthcare and Family Services shall report their findings and recommendations to the General Assembly regarding proposed rule changes to the Illinois Administrative Code and amendatory changes to the State Medicaid Plan for the purpose of implementing the initiative. Provides that by January 1, 2009, the Department of Healthcare and Family Services shall seek federal approval to amend the State Medicaid Plan, and the Department of Human Services and the Department of Healthcare and Family Service shall submit proposed rule changes to the Joint Committee on Administrative Rules. Effective immediately.
Amends "An Act making appropriations", Public Act 95-348. Increases certain appropriations for official court reporting to the Office of the State Comptroller. Effective immediately.
Creates the Illinois Family and Employers Health Care Act. Contains a short title provision only.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the purpose of the "Medicaid" Article.
Creates the Sexually Explicit Performance Tax Act. Contains only a short title provision.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning definitions.
Creates the Farmers' Market Act. Contains only a short title provision.
Amends the Counties Code. Adds Peoria County to the list of counties that may establish a stormwater management planning committee. Provides that the county board may adopt a schedule of fees to mitigate the effects of stormwater runoff (instead of increased stormwater runoff resulting from new development). Provides that the county board shall provide for a credit or reduction in fees for certain stormwater facilities regardless of whether the developer was required to construct the facility. Provides that developers are exempt from the fees if the new development satisfied onsite retention or detention pursuant to any other local ordinance addressing erosion, sediment, or stormwater control and certain Illinois Environmental Protection Agency regulations at the time of the dedication of public infrastructure. Effective immediately.
Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that, upon request of either party, the parties' stipulation, or upon the court's own order, the court may appoint a parenting time expeditor or a team of 2 expeditors to resolve parenting time disputes that occur under a parenting time order (with specified exceptions). Contains provisions regarding: appointment of a parenting time expeditor; orders; fees; maintenance of rosters of parenting time expeditors; training and continuing education of parenting time expeditors; agreements between parties and decisions of expeditors; confidentiality; immunity; removal of expeditors; establishment of mandatory parenting time dispute resolution programs; and other matters.
