Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Provides for the recall of the Governor by petition of the State's electors and for the election of a successor Governor. Effective upon being declared adopted.

Creates the Industrialized Residential Structure Deed Restriction Act. Provides that a deed restriction or restrictive covenant may not prohibit or restrict the erection of an industrialized residential structure on real property, except for a deed restriction, restrictive covenant, or agreement that applies uniformly to all homes and industrialized residential structures in a subdivision may impose the same aesthetic compatibility requirements on an industrialized residential structure in the subdivision that are applicable to all residential structures in the subdivision. Applies only to deed restrictions or restrictive covenants recorded after the effective date of the amendatory Act.

Amends provisions of the Illinois Vehicle Code requiring the recording of specified information when a uniform traffic citation or warning citation is issued and providing for analysis of the information and a traffic stop statistical study. Deletes the July 1, 2010 repeal date of those provisions.

Amends the Counties Code. Provides that a county board may by resolution or ordinance require that each occupant of a residential dwelling located outside the limits of cities, villages, and incorporated towns obtain an occupancy permit issued by the county. Provides that in actions for the violation of any county ordinance, the first process shall be a summons, "a notice to appear", or a warrant. Provides that the county sheriff of the county where the violation occurs may issue a notice to appear. In the case of a violation of a county's building code or property maintenance code, the county's code enforcement officer may issue the notice to appear.

Amends the Criminal Code of 1961. Changes the elements of the offenses of stalking and cyberstalking. Provides that a person commits stalking when he or she knowingly engages in a course of conduct directed at a specific person, and he or she knows or should know that this course of conduct would cause a reasonable person to: (1) fear for his or her safety or the safety of a third person; or (2) suffer other emotional distress. Provides that if the conduct is committed using electronic communication, the offense is cyberstalking. Provides that a person also commits aggravated stalking when he or she, in conjunction with committing the offense of stalking, violates a stalking no contact order or a civil no contact order. Retains the same penalties for the offenses.

Amends the Illinois School Student Records Act. Provides that nothing contained in the Act shall be construed to impair or limit the confidentiality of information communicated in confidence to a school social worker. Effective immediately.

Amends the Airport Authorities Act. Makes a technical change in a Section concerning the petition to set forth a tax rate.
