Amends the Illinois Public Aid Code. Provides that the Department of Human Services, in consultation with the Department of Healthcare and Family Services, shall develop a demonstration project within the Home Services Program under which a spouse may be reimbursed for providing care to his or her spouse, who is eligible for services through the Home Services Program and who meets the criteria for the demonstration project. Provides that the demonstration project shall operate in selected counties and be limited to serving no more than 100 unduplicated persons in a State Fiscal Year. Sets forth required components of the demonstration project. Requires that development of the demonstration project begin by July 1, 2009. Requires an interim report to the Governor and the General Assembly by March 1, 2010 and a report of findings and recommendations by March 1, 2011. Effective immediately.

Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the West Washington Street TIF district and the Camp Street TIF district created by ordinances that were adopted on June 11, 2002 by the City of East Peoria must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinances were adopted. Makes revisory changes. Contains a non-acceleration clause. Effective immediately.
Amends the Voluntary Payroll Deductions Act of 1983. Makes a technical change in a Section concerning the short title.
Amends the Video Gaming Act. Makes a technical change in a Section concerning the short title.
Appropriates $22,500,000 from the General Revenue Fund to the Department of Human Services for all costs associated with a $0.50 per-hour wage increase for nonexecutive staff of private-sector agencies serving individuals with developmental disabilities, beginning January 1, 2009. Effective immediately.
Amends the Instructional Materials Article of the School Code. Makes a technical change in a Section concerning furnishing free textbooks to students.
Amends the Energy Assistance Act. Provides that in determining the amount of a household's annual income, the Department of Healthcare and Family Services shall consider the household's extraordinary medical expenses, including but not limited to expenses related to life support equipment for a household member. Provides that in determining the amount of assistance to be provided to a household, the Department shall consider a household member's extraordinary medical needs, including but not limited to a need for life support equipment. Effective immediately.
Amends the Illinois Municipal Code. Provides that a municipality shall require that all vehicles purchased or leased on or after the effective date of the amendatory Act for use by the municipality have a Vehicle Identification Number that begins with the number one, the number 4, or the number 5. Limits home rule powers. Amends the School Code. Provides that a school board shall require that all vehicles purchased or leased on or after the effective date of the amendatory Act that are used for the practice driving part of a driver education course offered by the school district have a Vehicle Identification Number that begins with the number one, the number 4, or the number 5. Provides for the waiver of the Vehicle Identification Number requirements imposed under this Section. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the president of a village or incorporated town.
Amends the Downstate Police Article of the Illinois Pension Code. Provides that a person who has entered into a personal services contract to perform police duties for a municipality on or before the effective date of the amendatory Act may be appointed as an officer in the municipality within 6 months after the effective date of the amendatory Act, but shall be excluded from participating under the Downstate Police Article. Effective immediately.
