Amends the Grade A Pasteurized Milk and Milk Products Act. Deletes definitions for "dairy farm" and "milk product". Deletes provisions that (1) establish testing protocols and (2) set forth a violation of the Act. Provides instead that the Department or a unit of local government electing to administer and enforce the Act has the responsibility to prevent the distribution of adulterated milk and milk products and to inform the public of adulterated milk and milk products already in commerce. Provides that in response to a confirmed foodborne outbreak or when a high risk of infection exists, the enforcing agency shall require pathogen testing to be performed on the implicated milk and milk products. Specifies that sample collection, examination standards, and enforcement with regard to the testing shall be conducted in accordance with the rules adopted under the Act and the Grade A Pasteurized Milk Ordinance.

Amends the Juvenile Court Act of 1987. Provides that upon issuing a temporary custody order for an alleged abused, neglected, or dependent minor, the court may appoint one or both parents or the legal guardian of the minor as the educational surrogate or early intervention program surrogate for the minor upon request if the parent or legal guardian requests the appointment and the court finds that the best interests of the minor are consistent with the appointment. Provides that the court may appoint a person other than a parent or legal guardian as educational surrogate or early intervention program surrogate if the person is not a party to the abuse, neglect, or dependency of the minor, is familiar with the needs of the minor, and the parent or legal guardian does not request appointment or is unavailable. Provides that an educational surrogate for a minor in need of special education services or an early intervention program surrogate shall meet the requirements of applicable federal and State laws and rules governing educational surrogates or early intervention program surrogates for minors. Effective immediately.
Amends the Criminal Code of 2012 concerning official misconduct. Provides that an employee of a law enforcement agency commits misconduct when he or she knowingly uses or communicates, directly or indirectly, information acquired in the course of employment, which obstructs, impedes, or prevents the investigation, apprehension, or prosecution of any criminal offense or person. Provides that an employee who violates this provision is guilty of a Class 3 felony and shall forfeit his or her office or employment.
Amends the Recreational Trails of Illinois Act. Provides that the fee for an Off-Highway Vehicle Usage Stamp for a vehicle with an engine capacity of over 75 cubic centimeters shall be $15 annually. Provides that the fee for an Off-Highway Vehicle Usage Stamp for a vehicle with an engine capacity of 75 cubic centimeters and below shall be $10 annually. Provides additional exemptions to the requirement of operators of an off-highway vehicle displaying an Off-Highway Vehicle Usage Stamp. Effective immediately.
Amends the Vehicle Code to allow a vehicle or pedestrian to enter an intersection under direction of a flashing yellow traffic-control signal, but yield to pedestrians and other vehicles already lawfully within the intersection. Effective immediately.
Amends the Fire Protection District Act. Provides that the board of trustees is not required to accept the lowest contract bid for certain projects when the cost is in excess of $20,000 if the bid does not meet the board's established specifications, terms of delivery, quality, and serviceability requirements. Sets forth the types of contracts that are not subject to competitive bidding. Exempts emergency expenditures from competitive bidding when the emergency expenditure is approved by a vote of 3/4 of the members of the board. Provides notice and advertisement requirements for bid proposals and bid submissions.
Amends the Counties Code. Makes a technical change in a Section concerning the short title.
Amends the Public Utilities Act. Creates a provision that provides that the Director of the Office of Retail Market Development shall conduct research, gather input, and develop and present a detailed plan designed to promote retail natural gas competition for residential and small commercial natural gas consumers. Provides that interested parties shall be given the opportunity to review the plan and provide written comments regarding the plan prior to its submission. Provides that to the extent the plan calls for Illinois Commerce Commission action, the Commission shall initiate any proceeding or proceedings called for in the final plan within 60 days after receipt of the final plan and complete those proceedings within 11 months after their initiation; nothing shall prevent the Commission from acting earlier to remove identified barriers to retail natural gas competition for residential and small commercial consumers. Effective immediately.
Amends the School Safety Drill Act. Provides that in updating a public school building's emergency and crisis response plans, the school board shall ensure that the plans are accessible in a digital format. Requires every effort to be made to make the emergency and crisis response plans available to first responders, administrators, and teachers for implementation and utilization on handheld electronic devices.
Amends the Critical Health Problems and Comprehensive Health Education Act. Provides that training on how to properly administer cardiopulmonary resuscitation and how to use an automated external defibrillator shall be included as a basis for health education curricula in all secondary schools in this State and shall be a prerequisite to receiving a high school diploma. Effective July 1, 2014.
