Amends the Illinois Controlled Substances Act. Provides that substances containing ephedrine or pseudoephedrine, their salts or optical isomers, or salts of optical isomers, are Schedule III controlled substances and require a prescription.

Amends the Food Handling Regulation Enforcement Act. Provides that the provisions and rules set forth in a Section concerning farmers' markets only apply to that Section (currently, the entire Act).
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Financial and Professional Regulation.
Amends the Public Utilities Act. Provides that certain gas natural utilities may recover expenditures made in relation to infrastructure modernization. Authorizes rates to be established on performance-based manner. Provides for customer assistance programs. Sets job creation and infrastructure modernization criteria. Authorizes recovery of delivery costs under a performance-based formula including incentive compensation expenses, pension expenses, and severance expenses. Provides for the deployment of advanced gas metering. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning termination notices.
Amends the Election Code. Permits establishment of a county board of election commissioners in a county with a population of less than 200,000 but more than 175,000 persons that contains a municipality with a municipal board of election commissioners. Effective immediately.
Amends the Economic Development for a Growing Economy Tax Credit Act. Makes a technical change in a Section concerning the purpose of the Act.
Amends the Humane Care for Animals Act. Provides that each owner shall provide for each of his or her animals adequate shelter and adequate space. Defines "adequate shelter" and "adequate space".
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Urges the Department of Transportation not to approve a recycler for the production of recycled asphalt shingles, or to use recycled asphalt shingles from a recycler in its projects, until the Department has received from the Illinois Environmental Protection Agency verified information on behalf of the recycler and its principals regarding its history of ownership, operation, and environmental non-compliance in this State.
