CRIMCD-ELDER & PERSON W/ DISAB

Amends the Criminal Code of 2012. Provides that any person who assumes the responsibility of managing the financial affairs of an elderly person who is a resident of a facility licensed under the Nursing Home Care Act or person with a disability who is a resident of a facility licensed under the Nursing Home Care Act commits financial exploitation of an elderly person or person with a disability if that person misappropriates the funds of the elderly person or person with a disability and fails to pay for the facility care of the elderly person or person with a disability. Provides that evidence of misappropriating funds and failure to pay for the care of an elderly or disabled person may include proof that the facility has sent to the person who has assumed responsibility of managing the financial affairs of an elderly person or person with a disability, by certified mail with confirmation receipt requested, notification of failure to pay facility care expenses incurred by the elderly person or person with a disability.

CYCLE SAFETY TRAINING CENTER

Amends the Cycle Rider Safety Training Act. Provides that each Regional Cycle Rider Safety Training Center may issue an annual report to the Secretary of State addressing ways that road safety in Illinois may be improved.

ECON TASK FORCE ADMIN SUPPORT

Amends the Employment and Economic Opportunity for Persons with Disabilities Task Force Act. Provides that the Employment and Economic Opportunity for Persons with Disabilities Task Force shall operate with administrative support from the Illinois Department of Human Services (rather than the Department of Employment Security). Effective immediately.

FAILURE TO PAY WAGE-FELONY

Amends the Illinois Wage Payment and Collection Act. Provides that an employer that is able to pay wages and who refuses to pay is guilty of a Class 4 felony (rather than a misdemeanor). Provides that a subsequent failure to pay within 5 (rather than 2) years of a prior conviction is a Class 3 (rather than Class 4) felony.

ABANDONED-IRREGULAR PARCELS

Amends the Counties Code. Provides that a county may petition the circuit court to have property declared abandoned if the county's petition specifies that the property is not being maintained as shown by the county having to abate a violation more than 3 times within a 12-month period. Provides that a county may transfer an irregular public parcel at no cost to adjoining property owners after receiving no bids after a public auction or no offers after adopting a resolution to sell the irregular public parcel. Defines "irregular public parcel". Amends the Illinois Municipal Code to make similar changes. Effective immediately.

GROUNDWATER AWARENESS WEEK

Designates March 8-14, 2015 as "Illinois Groundwater Awareness Week" and urges Governor Rauner to issue a proclamation calling on the people of the great State of Illinois to observe the week by learning more about groundwater and its importance to peoples' lives and encourage them to act in ways that value and protect this resource.

MMAI-PAYMENT CLAIMS-MEDIATION

Amends the Illinois Public Aid Code. In a provision concerning non-emergency prior approvals and appeals under the Medicare-Medicaid Alignment Initiative Demonstration Project, requires Managed Care Organizations (MCOs) to have a method of receiving prior approval requests 24 hours a day, 7 days a week, 365 days a year from (rather than for) nursing home residents, physicians, or providers (rather than nursing home residents). Provides that in a non-emergency situation, in the event a resident's physician orders a service, treatment, or test that is not approved by the MCO, the enrollee, physician, or provider may utilize an expedited appeal to the MCO (rather than the physician and the provider may utilize an expedited appeal to the MCO). Requires the MCO to notify all individuals who file an expedited appeal of the MCO's decision within 24 hours after receipt of all required information. Adds provisions concerning payment of claims submitted by a provider to a MCO, including: (i) the time period within which a claim must be reviewed and paid; (ii) MCO notification regarding the corrective action needed to permit payment of a rejected or denied claim; (iii) MCO notification on coding and documentation requirements; and (iv) the establishment of a claims mediation process to mediate rejected or denied claims.

SCH CD-ST CHARTER SCH COMM'N

Amends the Charter Schools Law of the School Code. Removes provisions allowing the State Charter School Commission to reverse a school board's decision to deny, revoke, or not renew a charter; makes related changes. In a provision concerning a charter school proposed to be jointly authorized by 2 or more school districts and the school boards unanimously denying the charter school proposal with a statement that the school boards are not opposed to the charter school, but that they yield to the Commission in light of the complexities of joint administration, allows the charter applicant to submit the proposal to the Commission and requires the Commission to follow the same process and be subject to the same timelines for review as a school board.

EPA-EXC QUALITY BIOSOLIDS

Amends the Environmental Protection Act. Provides that nothing in the Act shall limit or supersede the authority of the Illinois Emergency Management Agency under the Nuclear Safety Law of 2004. Effective immediately.

$ILLINOIS COMMUNITY COLLEGE BD

The amount of $1,062,898, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Illinois Community College Board for an Equalization Grant to Illinois Central College.
