Amends the School Code. With respect to transitional assistance payments, provides that the State Board of Education shall adjust prior year information for the transitional assistance calculations in the event of the creation or reorganization of a school district, the dissolution of an entire district and the annexation of all of its territory to one or more other districts, or a boundary change whereby the enrollment of the annexing district increases by 90% or more as a result of annexing territory detached from another district. Provides that those districts whose enrollment increases by 90% or more as a result of annexing territory detached from another district are eligible for certain supplementary State aid payments. Provides that the changes made by the amendatory Act are intended to be retroactive and applicable to any annexation taking effect on or after July 1, 2004. Effective immediately.

Amends the Illinois Vehicle Code. Provides for the issuance of Distinguished Flying Cross license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $15 at original issuance. Provides that the $15 issuance fee shall be deposited into the Secretary of State Special License Plate Fund. Effective January 1, 2009.
Amends the Health Care Worker Background Check Act. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Creates the offense of negligent vehicular homicide, a Class A misdemeanor. Provides that a person commits the offense if the person's negligent operation of a motor vehicle is a proximate cause of the death of another person. Provides that a person acts negligently within the meaning of the provision if he or she fails to be aware of a substantial and unjustifiable risk of death or injury to others, and that failure constitutes a substantial deviation from the standard of care which a reasonable person would exercise under the circumstances then prevailing. Provides that the finder of fact may consider statutes and ordinances regulating the defendant's conduct in determining whether he or she was culpably negligent.
Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.
Amends the State Employee Article of the Illinois Pension Code. Provides that, beginning July 1, 2009, the Social Security offset shall no longer be applied to any widow's or survivor's annuity of any person with military service that is receiving retirement benefits or a widow's annuity or survivor's annuity on the effective date. Provides that, unless a member with military service makes an election to have the Social Security offset apply to his or her widow's or survivors annuity, his or her retirement contribution is increased 0.6%, thus making the total contribution for that purpose 1.1%. Allows a member to change his or her offset status upon the occurrence of a qualifying event. Contains provisions concerning refunds and payment for prior service. Provides that the calculation of the minimum contribution of the State shall not be affected by the changes in the amendatory Act. Specifies the required funding for the new benefit increase; specifies the effects of expiration if the General Assembly fails to extend the new benefit increase. Effective immediately.
Amends the Public Utilities Act. Provides that a qualified utility company representative as determined by police, fire, or emergency personnel may disconnect gas or electricity service provided by any utility when a hazardous event requires immediate action. Effective immediately.
Creates the Background Check Oversight Authority Act. Contains only a short title provision.
Amends "An Act making appropriations", Public Act 95-348. Restores and increases a vetoed appropriation to the Department of Agriculture for deposit into the State Cooperative Extension Service Trust Fund, and adds language providing that the appropriation is for 4-H Youth Development Educators. Effective immediately.
Amends the Alternate Fuels Act. Provides that, beginning July 1, 2007 and through June 30, 2012, the Secretary of State must notify each owner of a licensed motor vehicle that many motor vehicles are capable of using E85 blended fuel. Sets forth requirements for this notice. Effective immediately.
