Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Police Training Act. Requires full-time and part-time police officers to be licensed rather than certified. Makes related changes. Provides that the Illinois Law Enforcement Training Standards Board has the power to require local governmental units to furnish personnel rosters, employment status reports, and annual training plans to the Board. Provides that a police officer who has been licensed, certified, or granted a valid waiver shall be decertified or have his or her license or waiver revoked upon a determination by the Illinois Labor Relations Board State Panel that he or she knowingly and willfully violated a rule or regulation of his or her department or agency that has as a penalty the discharge or dismissal of the officer from the department or agency. Establishes hearing procedures on decertification. Contains other provisions.
Amends the Open Meetings Act. Makes a technical change in a Section concerning the short title.
Amends the School Code. Adds a member to the School Security and Standards Task Force who is a representative from an association representing parents and is appointed by the Governor. Requires the task force to submit its reports on or before January 1, 2015 (instead of January 1, 2014), and abolishes the task force and repeals the provisions concerning the task force on July 1, 2015 (instead of January 2, 2014). Effective immediately.
Directs the Auditor General to conduct a performance audit of all State moneys provided by or through the Illinois Department of Labor for "grants to State and local agencies and community providers for at-risk community support programs", or any similar expenditure of appropriate funds. Also directs the Auditor General to conduct a performance audit of all State moneys provided by or through the Illinois State Board of Education for "targeted initiatives", or any similar expenditure of appropriated funds.
Amends the Mental Health and Developmental Disabilities Confidentiality Act. Provides that upon petition, the court may order that a spouse, child, or parent of a recipient be notified, without the consent of the recipient, whenever there is a change in the recipient's treatment plan.
Amends the General Assembly Article of the Illinois Pension Code. Provides that a person who is a member on the effective date of the amendatory Act may file a written notice of election not to participate in the General Assembly Retirement System within 24 months from the date of becoming a member or 18 months after the effective date of the amendatory Act, whichever is later. Provides that a person who makes that election shall, upon written request, receive a refund of his or her total contributions, without interest. Effective immediately.
Amends the State Finance Act and the School Code. Requires the State Board of Education to create the School Security Enhancement Matching Grant Program to award grants to school districts that apply to help pay for physical security enhancements in school buildings. Provides that the State Board shall award grants to school districts in the form of a matching grant, whereby the grant would cover 75% of the cost of the enhancements and school district funds would cover the remaining 25% of the cost of the enhancements. Creates the School Security Enhancement Matching Fund as a special fund in the State treasury, with all money in the Fund to be used by the State Board for the School Security Enhancement Matching Grant Program. Provides that, after other transfers have been made, on the first day of the month, the State Treasurer and State Comptroller shall transfer $4.2 million from the Capital Projects Fund to the School Security Enhancement Matching Fund.
Amends the Illinois Governmental Ethics Act. Provides that, for purposes of determining the partisanship of any person who is appointed by the Governor to an office that either requires specific partisanship or limits the number of appointees from a single political party that may be appointed, the vote of that person in the 3 general primary elections immediately preceding the effective date of the appointment shall determine their partisanship for that person's term of office. Provides that a person who did not vote, or who voted but did not request a partisan ballot, in the 3 general primary elections immediately preceding the effective date of the appointment or who voted but requested partisan ballots for 2 or more different political parties in the 3 general primary elections immediately preceding the effective date of the appointment shall be deemed an independent for purposes of determining partisanship for that person's term of office.
Amends the Senate Rules for the 98th General Assembly to make changes in rules related to the filing of Appointment Messages not restarting the 60 session day period within which the Senate must confirm or reject the appointee.
