Designates the portion of Illinois Route 72 from the south side of the bridge in Byron to the Ogle/DeKalb County line as Lance Cpl. Alec E. Catherwood Memorial Road.

Amends the Criminal Code of 2012. Eliminates from the unlawful use of weapons violation, the knowing selling, manufacture, purchase, possession, or carrying of a knife, commonly referred to as a switchblade knife, which has a blade that opens automatically by hand pressure applied to a button, spring or other device in the handle of the knife. Effective immediately.
Amends the Criminal Code of 2012 concerning the Interference With Penal Institution Article of the Code. Provides that in addition to any other penalty provided by law, an additional one year of imprisonment shall be added to the sentence of a person who commits bringing contraband into a penal institution or unauthorized bringing or delivery of contraband into a penal institution by an employee by using an unmanned aerial vehicle. Provides that a person who knowingly and intentionally operates an unmanned aerial vehicle below the navigable airspace overlaying a State penal institution is guilty of a Class A misdemeanor. Provides that this provision does not apply to an employee who operates the unmanned aerial vehicle within the scope of his or her employment, or a person who receives prior permission from the penal institution to operate the unmanned aerial vehicle. Provides that a person who knowingly and intentionally captures images or data of a State penal institution through the operation of an unmanned aerial vehicle is guilty of a Class 4 felony. Provides that this provision does not apply to an employee who captures images or data of a State penal institution through the operation of an unmanned aerial vehicle within the scope of his or her employment, or a person who receives prior permission from the penal institution to capture images or data of a State penal institution through the operation of an unmanned aerial vehicle. Defines "State penal institution" and "unmanned aerial vehicle".
Amends the Funeral Directors and Embalmers Licensing Code. Makes a technical change in a Section concerning legislative intent.
Directs the Auditor General to perform an audit of all State funds appropriated to Cinespace Chicago Film Studios.
Amends the Hotel Operators' Occupation Tax Act. Provides that organizations that (i) are tax exempt under Section 501(c)(3) of the Internal Revenue Code and (ii) rent, lease, or let rooms in a hotel located on property that is exempt from taxation under the Property Tax Code are exempt from the provisions of the Act. Effective immediately.
Amends the Criminal Code of 2012. Provides that a person who has been issued a currently valid license under the Firearm Concealed Carry Act may carry a concealed stun gun or taser and may purchase, carry, or possess a switchblade knife. Provides that the exemption applies only if the licensee complies with the restrictions on carrying in specific locations as provided in the Firearm Concealed Carry Act. Permits peace officers to purchase, possess, or carry a switchblade knife. Provides that the provisions prohibiting the manufacture or sales of a switchblade knife do not apply to or affect the manufacture or retail sale of a switchblade knife to a retired law enforcement officer who is permitted to carry a concealed firearm under 18 U.S.C. 926C or to any person who has been issued a currently valid license under the Firearm Concealed Carry Act at the time of the commission of the offense. Provides that retired law enforcement officers may carry stun guns or tasers in the same manner as provided licensees carrying concealed firearms under the Firearm Concealed Carry Act. Effective immediately.
Amends the Department of Human Services Act. In a provision concerning investigative reports issued by the Office of the Inspector General, permits the Inspector General to release, on a case-by-case basis, an investigative report and the raw data used to compile the report to a local law enforcement entity or a State's Attorney's office upon written request. Corrects a spelling error in the definition of "egregious neglect". Effective immediately.
Amends the Illinois Highway Code. Provides that money received by the State from the federal government under the Recreational Trails Program shall not be considered for use as aid in construction of highways, and shall not be placed in the "Road Fund" in the State treasury.
Amends the Law Enforcement Camera Grant Act. Allows grants to be used to purchase and support use of video cameras for law enforcement (rather than installing) and for training officers (rather than training for operation of cameras). Replaces all references to "videotape" and "tapes" with "video records" and "video recording". Makes changes concerning the use of cameras and training for law enforcement officers. Eliminates provisions concerning applications for grant money and expired transfers of funds by the State Treasurer. Removes authority for the transfer of $1,000,000 from the Law Enforcement Camera Grant Fund to the Traffic and Criminal Conviction Surcharge Fund on June 1, 2015, or as soon thereafter as practical. Provides notwithstanding any other provision of law, moneys in the Law Enforcement Camera Grant Fund may not be appropriated, assigned, or transferred to another State fund. Provides the change on the June 1, 2015 transfer and the prohibition on appropriation, assignment, or transfer of funds from the Law Enforcement Camera Grant Fund to another State fund are effective immediately.
