Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits the General Assembly from voting on final passage of any appropriations bill unless the bill has been filed or last amended, whichever is later, at least 7 calendar days prior to the vote. Effective upon being declared adopted.

Amends the Interscholastic Athletic Organization Act. Provides that a short announced prayer before all athletic events sanctioned by the Illinois High School Association, including State tournaments, must be permitted. Effective immediately.
Amends the Illinois Police Training Act. Requires full-time and part-time police officers to be licensed rather than certified. Makes related changes. Provides that the Illinois Law Enforcement Training Standards Board has the power to require local governmental units to furnish personnel rosters, employment status reports, and annual training plans to the Board. Provides that a police officer who has been licensed, certified, or granted a valid waiver shall be decertified or have his or her license or waiver revoked upon a determination by the Illinois Labor Relations Board State Panel that he or she knowingly and willfully violated a rule or regulation of his or her department or agency that has as a penalty the discharge or dismissal of the officer from the department or agency. Establishes hearing procedures on decertification. Contains other provisions. Effective immediately.
Amends the IMRF Article of the Illinois Pension Code. In the provisions allowing certain annuitants to hold elective office without participating in the Fund or losing their retirement annuities, allows a separate election for each term of office. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Election Code, the General Assembly Compensation Act, and the Legislative Commission Reorganization Act of 1984. Changes the date of the general primary election from the first Tuesday in February of even-numbered years to the first Tuesday in May of even-numbered years. Makes conforming changes with respect to (i) filing of declarations of judicial retention and (ii) printing and mailing of legislators' newsletters and brochures.
Amends the Toll Highway Act. Provides that an Illinois resident who has been awarded the Purple Heart by a branch of the armed forces of the United States may apply to the Illinois Toll Authority to receive a permit, and the Illinois Toll Authority shall adopt rules for the issuance of a permit, that allows the Purple Heart recipient to use any toll highway without paying the toll established under the Act. Effective immediately.
Amends the Toll Highway Act. Makes a technical change in a Section concerning powers of the Toll Highway Authority.
Amends the Illinois Vehicle Code. Provides for the issuance of Distinguished Flying Cross license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $15 at original issuance. Provides that the $15 issuance fee shall be deposited into the Secretary of State Special License Plate Fund. Effective January 1, 2010.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Mourns the death of United States Marine Corps Lance Corporal Alec E. Catherwood of Byron.
