PREVAIL WAGE-WAIVER-$20,000

Amends the Prevailing Wage Act. Provides that the Act does not apply to wages paid to all laborers, workers, and mechanics employed by or on behalf of a public body engaged in a public works project with a total cost of $20,000 or less if the public body notifies the Department of Labor of each project for which the waiver is used within 60 days of commencing the project. Provides that the Department shall make available a form with which public bodies may make this notification. Provides that the Department shall submit an annual report detailing the number of projects engaged using the waiver in the preceding year, the total number of employees engaged in those projects, the total cost of those projects without using prevailing wage standards, the total cost of those projects using prevailing wage standards, and any other information the Department deems appropriate.

CTY CD-INTEREST IN CONTRACTS

Amends the Public Officer Prohibited Activities Act. Provides that a county officer may hold a position on the board of a not-for-profit corporation that is interested in a contract, work, or business of the county. Sets forth the limitations of participation if a county officer is appointed by the governing body of the county to represent the interests of the county on the board of a not-for-profit corporation. Sets forth the limitations of participation if a county officer is not appointed to the governing body of a not-for-profit corporation by the governing body of the county. Makes similar changes in the Counties Code.

CONSUMER FRAUD-PATENT DEMAND

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice to claim that another has infringed upon a United States patent if the claim falsely threatens adverse administrative or judicial action, the assertions lack a reasonable basis in fact or law, the person making the assertion is not, or does not represent, a person with a current right to license the patent, or the claim fails to make certain other disclosures. Effective January 1, 2015.

HUMAN TRAFFICKING

Amends the Criminal Code of 2012. Imposes an assessment for various human trafficking offenses be collected and distributed in accordance with the Specialized Services for Survivors of Human Trafficking Fund. Amends the Code of Criminal Procedure of 1963. Makes changes concerning forfeiture for individuals convicted of keeping a place of prostitution. Modifies the allocation percentages of moneys and sale proceeds forfeited by individuals convicted of involuntary servitude and trafficking of persons. Amends the Illinois Vehicle Code. Provides that the Secretary may issue special registration plates designated as "Support Survivors of Human Trafficking" license plates. Sets forth registration and fee requirements.

VEH CD-CITATIONS-SIGN & DRIVE

Amends the Illinois Vehicle Code. Repeals the Section concerning license as bail. Provides that residents of this State and residents of any other state which is a member of the Nonresident Violator Compact of 1977 who are cited by a police officer for violating a traffic law or ordinance shall have the option of (1) being taken without unnecessary delay before a court of jurisdiction or (2) executing a written promise to comply with the terms of the citation by signing at least one copy of a Uniform Traffic Ticket prepared by the police officer. Provides that the Secretary of State shall suspend the driving privileges of a resident who fails to comply with the executed written promise to comply with the original terms of the citation until the Secretary receives notification by the court of jurisdiction that the person has appeared or otherwise executed the written promise to comply with the terms of the original citation. Amends the Code of Criminal Procedure of 1963. Removes a provision allowing the Supreme Court to include deposit of a chauffeur's or operator's license in the bail schedule for traffic cases. Makes corresponding changes in other portions of the Code.

9-1-1 DIALING

Amends the Emergency Telephone System Act. Provides that an entity that installs or operates a private business switch service shall install and operate that service such that when a user dials the digits "9-1-1" the emergency call can be connected to the 9-1-1 system without first dialing any number or set of numbers. Sets forth penalties for failing to comply with the requirements of this amendatory Act. Effective immediately.

COMMON INT COMM ASSOC-LEASES

Amends the Common Interest Community Association Act. Provides that provisions requiring a unit owner leasing a unit to deliver a copy of a lease to the association apply only to leases that are greater than 30 days.

DENTIST ADMINISTER VACCINES

Amends the Illinois Dental Practice Act. Adds a provision that allows dentists with the appropriate training to administer vaccinations to patients 10 years of age and older pursuant to a valid prescription or standing order of a physician. Provides that vaccinations may only be administered for influenza, hepatitis B, HPV, and shingles. Effective immediately.
