HEALTH FACILITIES PLANNING

Amends the Illinois Health Facilities Planning Act. Removes kidney disease treatment centers from the Act's application. In granting permits, provides that the Health Facilities and Services Review Board may consider the area's population growth but may not consider the applicant's charity care. Requires that the Governor determine compensation for the voting members of the Health Facilities and Services Review Board commensurate with their duties and professional credentials. Removes the authority of the Department of Public Health to review and certify applications. Removes the December 31, 2019 repeal date. Makes other changes. Effective immediately.

NO BID-NO CONTRIBUTION

Creates the Legislators' No Bid, No Contribution Act and the Lieutenant Governor's No Bid, No Contribution Act and amends the State Budget Law, the Attorney General Act, the State Comptroller Act, the State Treasurer Act, the Illinois Procurement Code, the Secretary of State Act, and the Election Code. Regulates the awarding of State contracts on a no-bid basis. Prohibits campaign contributions from State contractors to General Assembly members, State executive branch constitutional office, and candidates for those offices under certain circumstances. Effective immediately.

CON AMEND-REDISTRICTING

Proposes to amend the Legislature Article of the Illinois Constitution. Provides that the State Board of Elections shall produce a redistricting plan using a computer program. In the year following each Federal decennial census year, requires the State Board of Elections to designate its computer program by April 15 and to file the redistricting plan by June 1, which is presumed valid and has the force and effect of law. The computer program designated by the State Board of Elections must disregard specified data and must consider certain prioritized factors; the computer program shall otherwise produce districts in a random manner. Effective beginning with redistricting in 2011 and applies to members elected in 2012 and thereafter.

INC TX-NEW EMPLOYEE CREDIT

Amends the Illinois Income Tax Act. Creates an income tax credit for taxpayers, other than taxpayers that receive credits under the Economic Development for a Growing Economy Tax Credit Act, in an amount equal to $2,100 for each new employee who is (i) hired by the taxpayer on and after the effective date of the amendatory Act and (ii) employed by the taxpayer for a period of exactly 12 consecutive months at any point during the taxable year. Provides that all or a portion of the credit may be used as a credit against the taxpayer's withholding tax liability. Provides that the credit may be carried forward. Effective immediately.

JUNE GENERAL PRIMARY

Amends the Election Code, the General Assembly Compensation Act, and the Legislative Commission Reorganization Act of 1984. Changes the general primary election from the first Tuesday in February of even-numbered years to the last Tuesday in June of even-numbered years. Makes conforming changes with respect to (i) filing of declarations of judicial retention and (ii) printing and mailing of legislators' newsletters and brochures. Effective January 1, 2011.

CON AMEND-GA TERM LIMITS

Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a Representative from serving more than 5 consecutive terms from the same Representative District. Prohibits a Senator from serving more than 3 consecutive terms from the same Legislative District. Prohibits a person who has served the maximum number of consecutive terms from serving another term in the same office from the same district until after the expiration of at least the next 2 terms. Effective upon being declared adopted, and applies to terms beginning on or after the second Wednesday in January 2011.

VEH CD-FARM TRUCK & TRAILER

Amends the Illinois Vehicle Code. Provides that registration plates for farm trucks and trailers may, at the vehicle owner's option, be issued for periods of 4 months, rather than one year. Provides that the Secretary of State shall provide by rule for the issuance and display of distinctive decals for each of the 4-month periods of the year. Provides that the owner of a truck or trailer registered under these provisions must affix the proper decal to the truck or trailer's registration plate in the manner prescribed by the Secretary. Effective January 1, 2011.

FEE DECREASES

Amends various Acts to reinstate certain fees to the levels prior to Public Acts 93-22 and 93-32. Makes conforming changes concerning those fees and related matters. Effective immediately.
