Amends the Illinois Insurance Code. Provides that no resident of the State, regardless of whether he has or is eligible for health insurance coverage under any policy or program provided by or through his employer, or a plan sponsored by the State or the federal government, shall be required to obtain or maintain a policy of individual insurance coverage except as required by a court or a State agency or department where an individual is named a party in a judicial or administrative proceeding. Provides that no provision of the Act shall render a resident of this State liable for any penalty, assessment, fee, or fine as a result of his failure to procure or obtain health insurance coverage. Provides that the Act shall not apply to individuals voluntarily applying for coverage under a State-administered program pursuant to the federal Social Security Act. Provides that the provisions concerning health insurance coverage not required shall not apply to students being required by an institution of higher education to obtain and maintain health insurance as a condition of enrollment. Provides that nothing in the provisions concerning health insurance coverage not required shall impair the rights of persons to privately contract for health insurance for family members or former family members. Effective immediately.
Amends the General Assembly, State Employee, State Universities, Downstate Teachers, and Judges Articles of the Illinois Pension Code. Provides that, beginning on the effective date of the amendatory Act, every new benefit increase is contingent upon each affected pension or retirement system (i) having been at least 90% funded according to its most recent annual actuarial valuation and (ii) having received any required State contributions that have come due since the most recent annual actuarial valuation. Specifies that a new benefit increase that does not satisfy this additional requirement is null and void, unless the enactment of that new benefit increase is required to maintain qualified plan status.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Proposes to amend the General Provisions Article of the Illinois Constitution. Provides that a new benefit increase shall not take effect unless, within 60 calendar days after the effective date of the Public Act creating that new benefit increase, the Auditor General certifies (i) that each State-funded pension or retirement system was at least 90% funded as of the date of the annual actuarial valuation occurring immediately before the effective date of the Public Act creating the new benefit increase and that each system has received any required State contributions that came due between the date of that valuation and the effective date of the Public Act creating the new benefit increase or (ii) that enactment of the new benefit increase is required to maintain a State-funded system's qualified plan status. Defines "new benefit increase" and "State-funded pension or retirement system". Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.
Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Illinois Nurses license plates. Creates the Illinois Nurses Foundation Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $35 for original issuance of the plates, of which $20 shall be deposited into the Illinois Nurses Foundation Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $22 shall be charged for each renewal, of which $20 shall be deposited into the Illinois Nurses Foundation Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that moneys in the Illinois Nurses Foundation Fund shall be paid as grants to the Illinois Nurses Foundation, to promote the health of the public by advancing the nursing profession in Illinois.
Amends the Civil Administrative Code of Illinois. Sets forth the General Assembly's findings concerning the development of this State's health care system and the federal government proposals for health care that are currently being considered. Provides that a department or agency of the State shall not implement any part of any federal health care reform passed by the U.S. Congress on or after March 1, 2010, unless certain conditions are present.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning the General Assembly.
Amends the Illinois Income Tax Act. Reduces the rates established under Public Act 96-1496 to (i) 3% for individuals, trusts, and estates and (ii) 4.8% for corporations. Makes corresponding changes in Sections concerning estimated taxes and distribution of proceeds into special funds. Effective immediately.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning applications for the insurance producer examination.
