COMMUTER RAIL BOARD-DIRECTORS

Amends the Regional Transportation Authority Act. Requires approval by city, county, and township boards for appointments to the Commuter Rail Board. On the effective date of the amendatory Act, removes all directors currently serving on the Commuter Rail Board and provides that they may not be reappointed. Provides that new directors shall be appointed to fill these board vacancies and that each director newly appointed shall serve for the remainder of the unexpired term of the former director that he or she is appointed to replace. Permits directors appointed on or after the effective date of the amendatory Act to be reappointed, but prohibits consecutive reappointments. Sets forth procedures for city, county, or township boards to remove a director which they have appointed from office. Sets forth procedures with regard to ex parte communications received by any of the Regional Transit Boards, Regional Transit Board heads, or other Regional Transit Board employees. Defines terms. Effective immediately.

CRIM CD ARMED OFFENDER

Amends the Criminal Code of 2012. Changes the minimum term of imprisonment for being an armed habitual criminal from 6 years to 10 years, and the maximum term of imprisonment from 30 years to 45 years. Makes unlawful sale or delivery of firearms on the premises of any school, school conveyance, or public housing residential property a nonprobationable Class 3 felony for which a mandatory term of imprisonment of not less than 2 years and not more than 5 years shall be imposed (rather than a probationable Class 3 felony). Makes use of a stolen firearm in the commission of a forcible felony a nonprobationable Class 2 felony for which a mandatory term of imprisonment of not less than 3 years and not more than 7 years shall be imposed (rather than a probationable Class 2 felony). Amends the Unified Code of Corrections to make conforming changes.

Enhances the penalties for certain violations of the statutes concerning unlawful use or possession of weapons by felons, aggravated unlawful use of a weapon, and unlawful possession of a firearm by a street gang member. CD CORR-COUNTY IMPACT INCARC

Amends the Unified Code of Corrections. Provides that a person may not participate in a county impact incarceration program unless the sentencing judge, State's Attorney, and Sheriff certify in writing that the person sentenced to the program meets the eligibility requirements set forth in the statute establishing the program. Effective immediately.

CON AMEND-GA TERM LIMITS

Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a Representative from serving more than 5 consecutive terms from the same Representative District. Prohibits a Senator from serving more than 3 consecutive terms from the same Legislative District. Prohibits a person who has served the maximum number of consecutive terms from serving another term in the same office from the same district until after the expiration of at least the next 2 terms. Effective upon being declared adopted, and applies to terms beginning on or after the second Wednesday in January 2015.
