Creates the Displaced Student Voucher Act and amends the Illinois Income Tax Act and the State aid formula provisions of the School Code. Establishes the Displaced Student Voucher Program, a pilot program that shall expire on June 20, 2023. Provides that under the program, the custodian of a Chicago school district pupil who would be attending a specified closed school if the school had not been closed is entitled to a voucher to pay for qualified education expenses at a participating Chicago nonpublic school. Requires the principal of each school in the Chicago school district to notify custodians of qualifying pupils of the availability of vouchers. Sets forth provisions concerning a request for a voucher, the issuance and payment of a voucher, the amount and renewal of a voucher, pupil assessment, the State longitudinal data system, and funding. Provides that students receiving vouchers are considered nonpublic school students who have been voluntarily placed in a private setting. Provides that the amount of a redeemed voucher shall not be considered base income and shall not be taxable for Illinois income tax purposes. Requires the State Board of Education to submit a report to the General Assembly. Provides criminal penalties for certain violations. Requires the State Board to adopt rules to implement the Act. Effective immediately.

Amends the State Comptroller Act. Creates the Illinois Gives Initiative, whereby an employee or annuitant may authorize the withholding of a portion of his or her salary, wages, or annuity for payment to Illinois chapters of the American Red Cross whose territories include areas affected by a declaration of disaster. Authorizes the State Comptroller to develop an electronic mechanism whereby an employee or annuitant may register with the Office of the Comptroller for the withholding to be deducted from the next available scheduled pay period, develop policies and procedures necessary for the efficient transmission of the notification of the withholding under this Section to the employee's Payroll Officer or the annuitant's Retirement Agency, and develop policies and procedures necessary for the efficient distribution of the withholdings under this Section to designated Illinois chapters of the American Red Cross. Makes corresponding changes in the State Salary and Annuity Withholding Act. Effective immediately.
Amends the Regional Transportation Authority Act. Requires approval by city, county, and township boards for appointments to the Commuter Rail Board. Limits the term of the Chairman of the Commuter Rail Board to 2 years. Permits the Chairman to be reappointed, but prohibits consecutive reappointments. On the effective date of the amendatory Act, removes all directors currently serving on the Commuter Rail Board and provides that they may not be reappointed. Provides that new directors shall be appointed to fill these board vacancies and that each director newly appointed shall serve for the remainder of the unexpired term of the former director that he or she is appointed to replace. Permits directors appointed on or after the effective date of the amendatory Act to be reappointed, but prohibits consecutive reappointments. Sets forth procedures for city, county, or township boards to remove a director which they have appointed from office. Sets forth procedures with regard to ex parte communications received by any of the Regional Transit Boards, Regional Transit Board heads, or other Regional Transit Board employees. Defines terms. Effective immediately.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning applications for the insurance producer examination.
Amends the Illinois Oil and Gas Act. Establishes the criteria that the Department of Natural Resources may consider when making a determination that the oil and gas leases submitted with an application for a permit or transfer of a permit for a well are operative and that prior oil and gas leases covering the same lands have terminated due to non-development or non-production under the current permittee. Provides that the Department may rely upon affidavits of non-development and non-production from individuals familiar with the history of development and production of such lands in addition to other evidence. Requires that such testimony and evidence reasonably indicate that there has been no development or production of oil or gas on the lands described in the prior leases for at least 24 consecutive months. Further provides that a court order or judgment declaring the prior leases terminated is not required except in extraordinary circumstances where such a determination cannot reasonably be concluded from the testimony and evidence submitted to the Department. Provides that any determination made by the Department shall not diminish the rights of any current permittee of a well that are otherwise provided by statute or regulation of the Department. Effective immediately.
Urges the President of the United States, the Attorney General of the United States, the Mayor of Chicago, the Chicago Police Superintendent, the Cook County Sheriff, and the Cook County State's Attorney to work together so that all firearms offenses that are eligible for federal prosecution be referred to the federal government for prosecution under existing federal law.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning definitions.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Proposes to amend the Finance Article of the Illinois Constitution. Provides for biennial budgets and appropriations. Defines a "fiscal biennium" as July 1 of each odd-numbered year though June 30 of the ensuing odd-numbered year. Effective upon being declared adopted.
