IDOT & DNR LAND CONVEYANCES

Authorizes the Department of Transportation to convey certain parcels of land in the counties of Grundy and Madison. Authorizes the Department of Natural Resources to convey, for so long as the property is used for public purposes, certain parcels of land in the counties of Bureau and Stephenson. Effective immediately.

STATE POLICE-CITATIONS

Amends the Illinois Vehicle Code. Provides that the failure to complete and transmit the Uniform Citation and Complaint form or conservation complaint to the clerk of court of the circuit court in which the violation occurred within 48 hours of arrest, so long as the Uniform Citation and Complaint form or conservation complaint are transmitted to clerk of court within 7 business days, shall not be the sole grounds for dismissal of the case.

VEH CD-BLUE DOT TAIL LIGHTS

Amends the Illinois Vehicle Code. Provides that motorcycles may be equipped with a blue light or lights located on the rear of the motorcycle as a part of the motorcycle's rear stop lamp or lamps.

STATE WORKFORCE REPORTS

Urges each State agency under the direction of the Office of the Governor, as well as the offices of Lieutenant Governor, Attorney General, Secretary of State, Comptroller, Treasurer, and the 4 caucuses of the General Assembly to prepare an agency or office workforce report describing the number, type, and duties of their employees in each county in this State and the justification as to why these positions, specifically upper and middle management positions, could not be located in Springfield. Urges all State agencies and the offices of all constitutional officers to consider filling any vacant position in Springfield first.

CON AMEND-REVENUE-ROAD FUND

Proposes to amend the Revenue Article of the Illinois Constitution. Adds a new Section concerning highway funds. Provides that no moneys derived from taxes, fees, excises, or license taxes, relating to registration, titles, operation, or use of vehicles or public highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, or airports, or motor fuels, including bond proceeds, shall be expended for other than costs of administering laws related to vehicles and transportation, costs for construction, reconstruction, maintenance, repair, and betterment of public highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, airports, or other forms of transportation, and other statutory highway purposes, including the State or local share to match federal aid highway funds. Limits the costs of administering laws related to vehicles and transportation to direct program expenses of the Secretary of State, the State Police, and the Department of Transportation related to the enforcement of traffic laws and safety. Provides that the revenues described herein shall not be diverted to any other purpose. Provides that any additional modes of transportation proposed for State funding shall have dedicated sources of funding. Provides that federal funds may be spent for any purposes authorized by federal law. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.
