COMM INT COMM ASSOC-EXCEPTIONS

Amends the Common Interest Community Association Act. Provides that the Act applies to all common interest communities in this State, except as specifically stated. Provides that portions of a declaration or the by-laws of a common interest community association that are inconsistent with the Act are void as against public policy. Deletes provision that states community instruments should be interpreted consistently with the Act's definitions, unless the context otherwise requires. Deletes provision that states that all provisions of a declaration, bylaws, and other community instruments are severable. Deletes provision stating that the terms of at least one-third of the board members expire annually and that board members are elected at large. Exempts master associations from the provision that states that two-thirds of the unit owners may remove a board member at a special meeting. Deletes exception that allows community instruments to require a quorum other than 20% of the unit owners. Exempts master associations from the finance provisions of the Act that concern separate assessments. Deletes provisions that exempted certain common interest community associations (those which: are not permitted, under their governing documents, to use litigation or arbitration to collect assessments or fines; have 10 units or less; or have annual budgeted assessments of $50,000 or less) from provisions in the Act pertaining to board meeting frequency, meeting notices, meeting procedures, and fidelity insurance. Makes other changes.

EPA--COMPLIANCE AGREEMENTS

Amends the Environmental Protection Act. Requires the person complained against, when filing certain responses with the Environmental Protection Agency, to provide the proposed terms for a Compliance Commitment Agreement (CCA) rather than the proposed CCA. Requires the Agency to provide the proposed CCA or a notice that certain violations cannot be resolved without the involvement of the Office of the Attorney General or the State's Attorney of the county in which the alleged violation occurred (now, the party complained against provides the proposed CCA). Authorizes the Agency's proposed CCA to include a proposed administrative penalty of not more than $10,000. Requires the person complained against to accept or reject the proposed CCA within 30 days after receiving it. Provides that if the person complained against fails to respond to the proposed CCA within that time frame, then the proposed CCA is deemed rejected by operation of law. Authorizes written amendments to CCAs. Prohibits violations of CCAs. Grants the Agency certain rulemaking authority. Makes technical changes. Effective immediately.

TRANS:PUB-PRIVATE PARTNERSHIPS

Creates the Public-Private Partnerships for Transportation Act. Contains a statement of public policy and legislative intent. Grants to the Illinois Department of Transportation and the Illinois State Toll Highway Authority the necessary powers for the development, financing, and operation of transportation projects through public-private agreements with one or more private entities. Contains provisions regarding procurement, agreements, development and operations standards for transportation projects, financial arrangements, acquisition of property, labor matters, law enforcement, property, powers, prohibitions, and other matters. Amends the Department of Transportation Law of the Civil Administrative Code of Illinois; Illinois Finance Authority Act; Illinois Procurement Code; Public Construction Bond Act; Employment of Illinois Workers on Public Works Act; Business Enterprise for Minorities, Females, and Persons with Disabilities Act; Retailers' Occupation Tax Act; Property Tax Code; Toll Highway Act; and Prevailing Wage Act to implement and conform to the new Act. Makes other changes. Effective immediately.

VEH CD-RAPID TRANSIT BUSES

Amends the Illinois Vehicle Code. Defines "bus rapid transit vehicle" as a bus specifically authorized by the Department of Transportation to be operated upon highways and shoulders for bus rapid transit. Adds bus rapid transit vehicles to the list of vehicles exempted from prohibitions against driving on the shoulder. Creates the Bus Rapid Transit Pilot Program. Provides that commencing on the effective date of this Act, the Department, in cooperation with the Regional Transportation Authority and the Illinois State Police, shall establish a 5-year pilot program within the boundaries of the Regional Transportation Authority for bus rapid transit on highways and shoulders. Provides that the Department may adopt rules as necessary to implement the bus rapid transit pilot program, and that the Department shall present to the General Assembly a report on the effectiveness of bus rapid transit at the conclusion of the 5-year pilot program. Effective immediately.

CIV PRO-LEASE-CRIM ACTIVITY

Amends the Code of Civil Procedure. Provides that a written lease shall notify the lessee that if the lessee or any occupant uses or permits the use of the premises for a felony or Class A misdemeanor, the lessor may void the lease. Provides that the failure to include this warning in a written or oral lease does not waive or impair the lessor's rights. Provides that nothing in these provisions diminishes the lessor's other rights. Provides that a forcible entry and detainer action may be brought by the lessor, State's Attorney, or corporation counsel of the municipality in which the property is located. Makes other changes. Effective immediately.
