Designates April as Primary Immunodeficiency Awareness Month in the State of Illinois.

Amends the Property Tax Code. With respect to the assessed value of subdivided lots, provides that the value is not increased upon sale or transfer if (i) the sale is for future development, (ii) the sale or transfer is to a related entity, (iii) the transfer is to a mortgage holder pursuant to mortgage foreclosure or in lieu of foreclosure, or (iv) the sale or transfer is by a mortgagee holder. Removes language that the provisions apply only through December 31, 2011. Makes other changes. Effective immediately.
Creates the Land Conveyances Act. Contains only a short title provision.
Creates the Dormant Mineral Interests Act. Provides a statement of public policy and definitions. Describes mineral interests to which the Act does not apply. Describes the process for and the limitations on the termination of an interest in a dormant mineral interest. Provides for the preservation of a mineral interest through a recorded notice process. Allows for late recording of a mineral interest by the mineral owner in specified circumstances. Describes the effect of a court termination of a mineral interest. Provides for the implementation of the Act, limitations on actions under the Act, and uniformity of application and construction of the Act. Contains a severability provision.
Amends the Common Interest Community Association Act. Makes a technical change in the short title Section.
Amends the General Not For Profit Corporation Act of 1986. Makes a technical change in a Section concerning the short title.
Mourns the death of Madonna M. Schoppe, a lifelong resident of the Lockport/Joliet area.
Amends the Criminal Code of 1961. Provides that the offense of unlawful use of weapons relating to the possession of any device or attachment of any kind designed, used, or intended for use in silencing the report of a firearm and the offense of aggravated discharge of a machine gun or a firearm equipped with a device designed or used for silencing the report of a firearm do not apply to a peace officer while serving as a member of a tactical response team or special operations team. Provides that a peace officer may not personally own or apply for ownership of a device or attachment of any kind designed, used, or intended for use in silencing the report of any firearm. Provides that these devices shall be owned and maintained by lawfully recognized units of government whose duties include the investigation of criminal acts.
