Amends the Criminal Code of 1961. Provides that the offense of unauthorized bringing of contraband into a penal institution by an employee includes knowingly and without authority bringing or attempting to bring or causing or permitting another person to bring any listed form of contraband into the penal institution (rather than just alcoholic liquor, a controlled substance, methamphetamine, or a hypodermic syringe).

Amends the State Treasurer Act. Requires the Treasurer to post information on his or her official website concerning the investment of public funds. Sets forth the required information. Does not require posting of information that is exempt from inspection and copying under the Freedom of Information Act.

Amends the Criminal Code of 1961. Provides that the time period in which a prosecuting State's Attorney at the request of the victim must seek a court order to compel the accused to be tested for a sexually transmissible disease, including HIV, if the accused has been charged with criminal sexual assault, aggravated criminal sexual assault, or predatory criminal sexual assault of a child is within 48 hours after the finding at the preliminary hearing that there is probable cause that the accused has committed the offense or within 48 hours after return of the indictment or within 48 hours after a finding of unfitness of the defendant to stand trial. Provides that follow-up tests shall be kept confidential and the results of the tests must be personally delivered in a sealed envelope to the defendant. Provides that the costs of the tests shall (rather than may) be taxed as costs against the accused if convicted. Effective immediately.
Amends the Counties Code. Makes a technical change in a Section concerning venue of actions by or against counties.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title of the Telecommunications Article.
Amends the State Treasurer Act. Authorizes the State Treasurer to create the State Treasurer Financial Education and Savings Not-for-Profit Corporation for the purposes of promoting financial literacy and savings among the residents of the State of Illinois and to issue grants and scholarships. Sets forth requirements for the creation and operation of the Corporation. Effective immediately.
Amends the State Officials and Employees Ethics Act. Classifies community college districts as units of local government that must adopt resolutions regulating the political activities and the solicitation and acceptance of gifts by their officials and employees (now, classified as State agencies subject to the entire Act's regulation and enforcement by the Executive Ethics Commission and the Governor's Executive Inspector General). Effective immediately.
Creates the Uniform Environmental Covenants Act, proposed by the National Conference of Commissioners on Uniform State Laws. Creates an interest in real estate called an "environmental covenant" that assures a plan of rehabilitation for contaminated real property (brownfields) and controls the use of the property. An environmental covenant may be separately conveyed to and enforced by a relevant third person called a holder. An underlying plan between State or federal government and landowner for "remediation" of the property must be in place for an environmental covenant to be created and conveyed. The ultimate objective of this Act is to allow contaminated property to be returned to those uses consistent with prescribed clean-up, essentially making them marketable. The Act provides for the creation of such a covenant, its termination when appropriate, priority over other real estate interests, and enforcement over the time the covenant is in place. An environmental covenant is perpetual unless a specific term is prescribed in the instrument creating it. The interest will be recorded in the real estate records.
