Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.

Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the applicability of the common law.
Amends the Property Tax Code. Provides that the Farmland Assessment Technical Advisory Board is authorized to meet at its discretion or at the request of the Director or Revenue.
Amends the School Code. Requires the State Board of Education, in conjunction with the Department of Public Health, to develop and make available to each school board guidelines for the management of students with life-threatening food allergies. Requires each school board to implement a plan based on the guidelines for the management of students with life-threatening food allergies.
Amends the Capital Development Board Act. Makes a technical change in a Section concerning the short title of the Act.
Encourages all residents of the State of Illinois, including State employees, to donate generously to the Operation Hero Miles program.
Creates the Land Conveyance Act of 2007. Contains only a short title provision.
Amends the Property Tax Code. Authorizes the issuance of refunding bonds for special service area bonds and sets forth requirements for the term and debt service of the refunding bonds. Provides that specified property taxes in 2 or more special service areas may be pledged to secure a single bond issue benefitting the special service areas if those special service areas are within the corporate limits of a municipality. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning the selection, summons, and qualifications of grand jurors.
Amends the State Finance Act. Provides that any disbursements on or after July 1, 2008 that otherwise would be made from the State Surplus Property Revolving Fund shall be made from the Facilities Management Revolving Fund. Any moneys that otherwise would be paid into the State Surplus Property Revolving Fund on or after that date shall be deposited into the Facilities Management Revolving Fund. Further provides that the State Surplus Property Revolving Fund shall cease to exist on October 31, 2008, and that any balance in the Fund as of that date shall be transferred into the Facilities Management Revolving Fund. Repeals the State Surplus Property Revolving Fund. Makes conforming changes in the State Finance Act and other Acts. Effective July 1, 2008, except that provisions repealing the State Surplus Property Revolving Fund are effective November 1, 2008.
