Amends the State Treasurer Act. Authorizes the State Treasurer to create the State Treasurer Financial Education and Savings Foundation as a not-for-profit foundation for the purposes of promoting financial literacy and savings among the residents of the State of Illinois. Sets forth requirements for the creation and operation of the Foundation. Effective immediately.

In addition to all other amounts appropriated for these purposes, appropriates $45,000,000 from the General Revenue Fund to the Department of Human Services to fund a $0.50-per-hour wage increase for non-executive staff of private-sector agencies serving individuals with developmental disabilities. Effective July 1, 2008.
Creates the Purchase of Care and Grant Adjustment Act. Applies to agreements that provide services to persons with disabilities that are entered into between the Department of Children and Family Services, Human Services, Corrections, Public Health, or Healthcare and Family Services and a private community-based contractual provider or grantee. Requires annual adjustments in accordance with the non-seasonally-adjusted Employment Cost Index. Effective January 1, 2008.
Appropriates $100,000 from the General Revenue Fund to the Department of Human Services for a grant to Trinity Services, Inc. for family counseling services. Appropriates $100,000 from the General Revenue Fund to the Department of Human Services for a grant to Catholic Charities of Joliet for family counseling services. Effective July 1, 2008.
Amends the Illinois Identification Card Act and the Illinois Vehicle Code. Provides that an optometrist may determine visual disability for purposes of issuing a Disabled Person Identification Card or disability license plates or decals.
Makes an appropriation to Cornerstone Services for services at the Bolingbrook facility.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning a drug testing program.
Amends the Public Utilities Act. Requires an electric utility to procure or obtain renewable energy resources in amounts equal to provided quantities. Requires an electric utility to report to the Illinois Commerce Commission regarding compliance with renewable energy resource standards by April 1 of each year beginning in 2008. Provides penalties for an electric utility that fails to procure or obtain the full amount of renewable energy resources as required by specified provisions. Provides that the Commission shall adopt rules as necessary within 12 months after the effective date of the amendatory Act to assist in implementing methods of procurement, accounting, tracking, and reporting in order to achieve the stated objectives. Provides that electric utilities may enter into long-term contracts of up to 20 years with providers of renewable energy resources. Provides that the provisions shall not prohibit an electric utility from issuing a competitive solicitation for renewable energy resources in order to meet the required standards. Effective immediately.
Creates the Land Conveyance Act of 2007. Contains only a short title provision.
Amends the Illinois Insurance Code. Raises the maximum age of a dependent child that a policy of accident and health insurance may insure, originally or by subsequent amendment, upon the application of an adult member of a family who shall be deemed the policyholder, from 19 to 24. Provides that if the limiting age under the policy is less than 25 years of age, then the insurer shall, upon application of the dependent child, provide coverage after that specific age, until the dependent child is 25 years of age.
