Amends the Tax Delinquency Amnesty Act. Makes a technical change in a Section concerning an amnesty program.

Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Director of the Illinois Department of Public Health shall develop a working group to advise the Department on Primary Stroke Center Systems; that this work group shall have representation from the following groups: EMS Medical Directors; hospital administrators; neurologists from accredited Primary Stroke Centers; EMS Coordinators; stroke advocates; fire chiefs in Illinois; private ambulance providers; and a representative from the State Emergency Medical Services Advisory Council; and that this group shall also develop and submit a statewide stroke assessment tool to the Department for final approval, a copy of which shall be disseminated to all EMS Systems for adoption no later than January 15, 2011. Effective immediately.
Amends the Health Care Surrogate Act. Provides that each health care facility shall maintain any advance directives proffered by the patient or other authorized person in the patient's records (instead of patient's records for the duration of the patient's stay). Provides that any surrogate shall have the authority to make decisions until removed by the patient who no longer lacks decision making capacity, appointment of a guardian of the person, or the patient's death. Effective immediately.
Amends the Department of Central Management Services Law. Requires the Department to establish and maintain a website known as the Illinois Accountability Portal. The website shall provide direct access to information concerning State employees and individual consultants, State expenditures, State tax credits, State contracts, and revocations and suspensions of occupation and use tax certificates of registration and professional licenses.
Amends the Criminal Code of 1961. Provides that a prosecution for child pornography that involves filming, videotaping, photographing, or otherwise depicting by computer a child under 18 years of age or a severely or profoundly mentally retarded person engaging in certain sexual acts may be commenced at any time. Provides that child pornography or aggravated child pornography that does not involve mere possession shall be deemed crimes of violence. Amends the Bill of Rights for Children. Provides that the right of a parent or legal guardian of a child victim upon his or her request, at the time of the sentencing or the disposition hearing, to address the court regarding the impact which the defendant's criminal conduct or the juvenile's delinquent conduct has had upon the child applies in cases of indecent solicitation of a child, child pornography, and aggravated child pornography. Amends the Rights of Crime Victims and Witnesses Act. Provides that the offenses of child pornography and aggravated child pornography are violent crimes. Amends the Sexually Violent Persons Commitment Act. Provides that a "sexually violent offense" includes child pornography and aggravated child pornography. Amends the Unified Code of Corrections. Provides that the commission of the offense of child pornography or aggravated child pornography is an aggravating factor in sentencing.
Amends the IMRF Article of the Illinois Pension Code to add the Will County Governmental League to the list of entities permitted to participate in the Fund as participating instrumentalities, but only if the League has a ruling from the United States Internal Revenue Service that it is a governmental entity. Effective immediately.
Amends the Illinois Solid Waste Management Act. Requires all State agencies to use, to the maximum extent feasible, compost materials in all land maintenance activities that are to be paid for with public funds (now, State agencies must only "give due consideration and preference to the use" of those materials). Effective immediately.
Amends the Library Incorporation Act, the State Housing Act, the Neighborhood Redevelopment Corporation Law, the Business Corporation Act of 1983, the General Not For Profit Corporation Act of 1986, the Co-operative Act, and the Cemetery Association Act. Eliminates the term "certificate" in the various acts. In the amendatory changes to the Co-operative Act, eliminates language requiring the Secretary of State to issue a certificate of incorporation along with a duplicate copy to an incorporator whose articles of incorporation conform to law, and instead provides that the Secretary of State shall return a true copy of the articles of incorporation to the incorporators or their representative, who shall within 15 days file such document for record in the office of the recorder. Updates references in the State Housing Act to the General Not For Profit Corporation Act of 1986 (rather than the General Not For Profit Corporation Act). Effective January 1, 2010.
