Proposes to amend the Bill of Rights Article of the Illinois Constitution to make a technical change in the Section concerning limitation of penalties after conviction. Effective upon being declared adopted.

Amends the Illinois Procurement Code. Provides that, for contracts with the State, a privately held entity that is exempt from Federal 10k reporting but has more than 200 (now, 400) shareholders may, in place of the prescribed disclosures, submit the information that Federal 10k reporting companies are required to report under federal regulations and list the names of any person or entity holding any ownership share greater than 5%. Effective immediately.
Amends the Illinois Architecture Practice Act of 1989. Makes a technical change in a Section concerning certifying a record.
Amends the Freedom of Information Act. Exempts the names, addresses, and other personal information of participants and registrants in the programs of park districts, forest preserve districts, conservation districts, recreation agencies, and special recreation associations from the inspection and copying requirements of the Act. Effective immediately.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the adoption of a State sign manual.
Creates the South Suburban Airport Authority Act. Contains only a short title provision.
Amends the Public Building Commission Act. Makes a technical change to a Section concerning the short title.
Amends the Code of Civil Procedure. Makes a technical change in a Section concerning construction of the Code.
Creates the Responsible Bidder in Service Contracts Act. Provides certain criteria for "lowest responsible bidder". Provides that a bidder who, within a 3-year period, has twice violated the prevailing wage provisions of the Illinois Procurement Code shall be deemed not to be a responsible bidder for 4 years. Provides that a bidder shall remain neutral in any union organizing campaign. Provides that when an award is not recommended to be given to the lowest bidder, the purchasing agent shall prepare a statement of the reasons for the recommendation. Provides that when 2 or more responsible bidders submit the same low bid, the contract award shall be determined by drawing lots. Provides for a private right of action. Effective immediately.
