Amends the Illinois Vehicle Code. Defines "railroad track equipment" as all vehicles operated upon rails for the purpose of the maintenance of railroads including, but not limited to, all hi-rail vehicles and on-track roadway maintenance machines. In provisions concerning approaching trains, provides that approaching railroad track equipment shall be treated the same as approaching trains.

Amends the Abandoned Newborn Infant Protection Act. Provides that the information packet given to a relinquishing parent in accordance with the Act shall not exceed 5 pages and shall include, in addition to other required information, a one-page brochure (self-mailer) that describes the Safe Haven Law; a one-page brochure (self-mailer) that describes the Illinois Adoption Registry; and a one-page brochure describing health information for the mother and how she can get medical care if she needs it. Requires the information packet to be designed in coordination between the Office of Vital Records and the Department of Children and Family Services. Requires the Office of Vital Records to continue to maintain and distribute the information packet, and to hold on file all foundling records of relinquished newborns. Effective immediately.
Amends the Joliet Arsenal Development Authority Act. Provides that the Board of the Joliet Arsenal Development Authority shall consist of 10 members (now, 9 members). Sets forth the membership of the Board. Provides that the County Executive of Will County, with the advice and consent of the Will County Board, shall appoint the additional member of the Board. Provides that the Authority shall be abolished upon the last to occur of the following: (i) expiration of the 25-year period (now, 15-year period) that began on the effective date of the Act; or (ii) one year after all revenue bonds, notes, and other evidences of indebtedness of the Authority have been fully paid and discharged or otherwise provided for. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "felony".
Creates the Uniform Athlete Agents Act. Requires agents for student athletes to register with the Department of Professional Regulation and establishes registration procedures, criteria, and requirements for these athlete agents. Provides that all information required by the Department of any applicant for registration, except financial information, is a public record. Authorizes the Department to issue a temporary registration while a registration application or renewal of registration is pending. Provides disciplinary grounds. Establishes requirements for agency contracts subject to the Act. Requires both the athlete agent and the student-athlete to promptly notify the appropriate educational institution after the contract is entered into. Provides an educational institution damaged by a violation of the Act with a civil remedy against the involved athlete agent and the student athlete. Establishes record-keeping requirements for athlete agents. Prohibits athlete agents from engaging in specified conduct, subject to criminal and administrative penalties. Includes other provisions.
Amends the Home Repair and Remodeling Act. Provides that any person who suffers actual damage as a result of a violation of the Act may bring an action pursuant to the Consumer Fraud and Deceptive Business Practices Act. Eliminates language making it unlawful for any person engaged in the business of home repairs and remodeling to remodel or make repairs or charge for remodeling or repair work before obtaining a signed contract or work order over $1,000 and before notifying and securing the consumer's signed acceptance or rejection of the binding arbitration clause and the jury trial waiver clause as required under the Act. Effective immediately.
Creates the Uniform Emergency Volunteer Health Practitioners Act. Provides for the registration of volunteer health practitioners with a registration system for the provision of health or veterinary services in the State for a host entity or disaster relief organization while an emergency declaration is in effect. Sets forth a provision concerning the uniformity of application and construction of the Act. Provides for the creation of the registration system. Provides that the Illinois Emergency Management Agency shall be the administrating authority of the Uniform Act.
Amends the Community Association Manager Licensing and Disciplinary Act. Provides that in determining the moral character of an applicant for licensure, the Department of Financial and Professional Regulation may take into consideration whether the applicant has engaged in conduct or activities that would constitute grounds for discipline under this Act. Provides that conviction of crimes (now, "other than felonies") may be used in determining moral character, but shall not constitute an absolute bar to licensure. Contains a non-acceleration clause. Effective July 1, 2010.
Amends the General Not For Profit Corporation Act of 1986. Provides that unless otherwise provided in the articles of incorporation or the bylaws, any action required by the Act to be taken at any annual or special meeting of the members entitled to vote, or any other action which may be taken at a meeting of members entitled to vote, may also be taken without a meeting and without a vote if a consent in writing, setting forth the action so taken, shall be approved by all the members entitled to vote. In connection with informal action taken by the directors, requires that a consent to such action be approved in writing (instead of signed) by all the directors. In provisions concerning a director's conflict of interest, provides that if a director is an officer or director of both parties to a transaction involving a grant or contribution, without consideration, from one entity to the other, that director is not "indirectly" a party to the transaction provided the director does not have a material financial interest in the entity that receives the grant or contribution (replacing an existing similar provision). Effective immediately.
Amends the Illinois Highway Code. Provides that upon completion of the relocated highway and its opening to public travel, the county shall have full authority over the relocated highway and that portion of the original location not incorporated into the new location (rather than requiring that the original location be considered abandoned). Provides that for any portion of the original location not incorporated into the new location of the highway, the county board may transfer road jurisdiction to another highway authority or vacate, transfer, or sell the property interest.
