Amends the Governor's Office of Management and Budget Act. Creates the Information Technology Procurement Task Force. Sets forth the membership of the Task Force. Provides that the Task Force shall meet periodically to discuss information technology issues. Provides that the Task Force shall present the Governor and the General Assembly with a report summarizing its findings and recommendations. Effective immediately.

Amends the Hospital Licensing Act. Provides that a hospital shall use the information published by the Department of Insurance on its Professional Liability Insurance Resource Center web site in establishing financial responsibility requirements with respect to professional liability coverage for physicians with staff privileges at the hospital. Provides that a hospital shall deem any professional liability insurer whose name appears on the web site to be acceptable for meeting the hospital's financial responsibility requirements with respect to professional liability coverage for physicians with staff privileges.
Amends the Workers' Occupational Diseases Act. Provides that any condition or impairment of health of a firefighter, emergency medical technician, or paramedic that results directly or indirectly from Parkinson's disease resulting in any disability to the employee shall be rebuttably presumed to arise out of and in the course of the employee's firefighting, EMT, or paramedic employment and shall be rebuttably presumed to be causally connected to the hazards or exposures of the employment, except as otherwise specified. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
Creates the Division of Financial Reporting Act. Provides that the Division will serve under the direction of the State Chief Information Officer, subject to the oversight of the Board of Trustees. Sets forth the responsibilities of the Division, including, but not limited to: implementing a modernized financial accounting system for the State of Illinois in the form of an Enterprise Resource Planning or "ERP" System and conducting management and operational evaluations of each executive branch agency. Creates a Board of Trustees to oversee the Division. Effective immediately.
Amends the Liquor Control Act of 1934. Provides that certain licensed wine manufacturers that annually produce less than 50,000 (rather than 25,000) gallons of wine may make application to the Illinois Liquor Control Commission for a self-distribution exemption to allow the sale of not more than 10,000 (rather than 5,000) gallons of the exemption holder's wine to retail licensees per year. Effective January 1, 2012.
Amends the Economic Development for a Growing Economy Tax Credit Act. Removes a requirement that only certain manufacturing companies may elect to claim the credit against their withholding tax obligations. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Illinois Health Facilities Planning Act. Makes a technical change to a Section concerning the purpose of the Act.
Amends the Unemployment Insurance Act. Authorizes the Department of Employment Security to implement a pilot program to participate in the federal Self-Employment Assistance Program. Defines terms. Provides exceptions to the requirements relating to registering for work and reporting to an employment office. Effective immediately.
Amends the Personnel Code. Deletes a paragraph requiring the Director of Central Management Services to conduct research and planning regarding the total manpower needs of all offices, departments, agencies, boards, and commissions of the executive branch. Effective immediately.
