Amends the Wildlife Code. Adds the Gray wolf, American black bear, and Cougar to the list of protected species under the Act.

Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Amends the School Code. Allows a teacher who teaches physical education or health education in the public schools to meet the requirements for highly qualified status that apply to teachers who teach in core academic subjects pursuant to the federal No Child Left Behind Act of 2001.
Amends the Health Maintenance Organization Act to include in the definition of "provider" facilities and long-term care facilities as those terms are defined in the Nursing Home Care Act. Amends the Managed Care Reform and Patient Rights Act to include in the definition of "health care provider" long-term care facilities as defined in the Nursing Home Care Act. Effective immediately.
Creates the Best Candidate for the Job Act. Provides that an employer may not inquire into or require disclosure of a job applicant's criminal record or criminal history before the candidate has been notified that the candidate has been selected for a job interview or has been offered a conditional offer of employment. Requires consideration of the nature and gravity of a candidate's conviction record, the time elapsed since the conviction, and whether the conviction has a direct bearing on the candidate's fitness before excluding a candidate. Authorizes civil remedies. Provides that the Department of Labor may impose penalties for violations. Effective January 1, 2015.
Amends the Public Utilities Act. Creates a provision that provides that the Director of the Office of Retail Market Development shall conduct research, gather input, and develop and present a detailed plan designed to promote retail natural gas competition for residential and small commercial natural gas consumers. Provides that interested parties shall be given the opportunity to review the plan and provide written comments regarding the plan prior to its submission. Provides that to the extent the plan calls for Illinois Commerce Commission action, the Commission shall initiate any proceeding or proceedings called for in the final plan within 60 days after receipt of the final plan and complete those proceedings within 11 months after their initiation; nothing shall prevent the Commission from acting earlier to remove identified barriers to retail natural gas competition for residential and small commercial consumers. Effective immediately.
Amends the Critical Health Problems and Comprehensive Health Education Act. Provides that training on how to properly administer cardiopulmonary resuscitation and how to use an automated external defibrillator shall be included as a basis for health education curricula in all secondary schools in this State and shall be a prerequisite to receiving a high school diploma. Effective July 1, 2014.
Designates the month of May as Motorcycle Awareness Month in the State of Illinois.
Mourns the death of Scott Allen Morrasy of DeKalb.
Amends the Retailers' Occupation Tax Act. In a Section concerning certificates of registration, removes a requirement that an application must contain the social security number of each corporate officer of a corporation and each manager and member of a limited liability company. Effective immediately.
