Amends the Charter Schools Law of the School Code. Provide that if the State Charter School Commission or any other State entity to which an appeal may be submitted under the Law reverses a local school board's decision to deny, revoke, or not renew a charter, the reversal may not be implemented unless the question of whether a charter school shall be established or continue operating has been submitted to the electors of the school district at a regular election and approved by a majority of the electors voting on the question. Sets forth requirements for the referendum.

Amends the Illinois Public Labor Relations Act. Provides that no election shall be directed by the Illinois Labor Relations Board in any bargaining unit after an interest arbitrator has been appointed pursuant to the impasse resolution procedures under the Act, except in the case of fire fighter units. Provides that for peace officer units and security employee units only, within 7 days after the request of either party to proceed to arbitration, the parties shall request a panel of impartial arbitrators from which they shall select the neutral chairman, unless the parties have mutually agreed upon an arbitrator or have negotiated a contract procedure for selecting an impartial interest arbitrator. Provides that in the absence of mutual agreement or an agreed contract procedure for selecting an impartial arbitrator, either party may request a panel from the Board. Provides that if the parties fail to notify the Board of their selection of a neutral chairman within 7 days after receipt of the list of impartial arbitrators, the Board shall appoint, at random, a neutral chairman from the list.
Amends the Freedom of Information Act. Changes the definition of "commercial purpose" to mean the purpose or intent to use (rather than "the use of") any part of a public record or records, or information derived from public records, in any form for sale, resale, or solicitation or advertisement for sales or services or to otherwise further a commercial, trade, or profit interest or enterprise, as those terms are commonly understood. Provides that a public body may make its records available through any publicly accessible electronic means and may respond to a request by notifying the requester that the record is available through its Internet website or other publicly accessible electronic means. Provides procedures in the event that the requester is unwilling or unable to access the record electronically. Provides that a public body is not required to respond to a request for records to be used for a commercial purpose and makes corresponding changes. Provides that a person who knowingly obtains a public record for a commercial purpose without disclosing that it is for a commercial purpose after being requested to do so by the public body is liable to the public body for a civil penalty equal to 3 times the cost of time, materials, equipment, and personnel expended by the public body in copying or producing the record and for any attorney's fees and other costs incurred by the public body in collecting the penalty. Exempts from disclosure under the Act records relating to all employee performance reviews and personnel evaluations and records and all complaints and investigatory material relating to a public body's adjudication of employee grievances or disciplinary cases. Exempts from disclosure records relating to litigation of a civil or criminal nature to which the public body is or may be a party or to which an officer or employee of the public, as a consequence of the person's office or employment, is or may be a party. Provides that the Attorney General must make available on the website of the Office of the Attorney General a copy of each binding opinion, each advisory opinion, and, for any instance in which the Attorney General resolves a request for review by mediation or by means other than the issuance of a binding opinion, each nonbinding opinion or other correspondence or document that constitutes the final decision by the Attorney General in resolving that request for review.
Amends the Illinois Municipal Code. Creates a 5-year pilot program for non-home rule municipalities with populations in excess of 5,000 located in Kane, Kendall, and DeKalb Counties. Provides that such non-home rule municipalities shall exercise the same powers as home rule municipalities except the power to tax or impose fees. Provides that a municipality with a population in excess of 5,000 located in Kane, Kendall, or DeKalb County that previously held home rule status, and later ended its home rule status by referendum, decrease in population, or otherwise, shall also exercise the powers granted under the Act. Provides legislative intent. Effective immediately.
Creates the Paint Stewardship Act. Requires each producer to join the representative organization. Requires the representative organization to submit a plan to the Director of the Environmental Protection Agency for the establishment of a paint stewardship program. Sets forth requirements for the program. Requires the representative organization, in conjunction with an independent auditor, to propose, and the Agency to approve, a fee that will be added to the cost of all architectural paint sold to retailers and distributors in this State. Creates a state-action antitrust exemption for actions taken under the Act. Prohibits, after the implementation of the paint stewardship program, a producer, distributor, or retailer from selling or offering for sale architectural paint to any person in the State if the producer is not a member of the representative organization. Authorizes the imposition of civil penalties for violations of the Act. Sets forth fees for the program. Provides that no person shall incinerate architectural paint or industrial maintenance coatings in this State after July 1, 2016. Effective on January 1, 2015.
