EXEC BRANCH OFFICERS-SECURITY

Amends the State Finance Act. Provides that no State moneys shall be expended for the purpose of providing a security detail or any other personal police protection for persons who formerly were, but no longer are, constitutional officers of the executive branch of State government. Effective immediately.

EXECUTIVE AWARD FORFEITURE

Creates the Executive Officer Monetary Award Forfeiture Act. Requires that current and former elected and appointed executive branch officers must surrender, to the State Treasurer, all monetary awards, economic opportunity, and financial consideration for official acts taken during their term in office. The moneys shall be deposited into the Violent Crime Victims Assistance Fund and such moneys shall be distributed by the Prisoner Review Board to victims and victims families for legal fees and counseling services. Effective immediately.

PENCD-TRS-WIDOW REMARRIAGE

Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that remarriage of a surviving spouse prior to attainment of age 55 does not terminate his or her survivors' benefits, regardless of when the remarriage occurred. Provides that the surviving spouse shall be entitled to receive survivors' benefits that become payable after making application to the System, but shall not be entitled to receive any survivors' benefits for periods prior to the date that the application was received by the System. Effective immediately.

Creates the Circuit Apportionment Act of 2003. Divides the 19th Judicial Circuit, the 12th Judicial Circuit, and the 22nd Judicial Circuit into subcircuits. Effective immediately.

CON AMEND CITIZENS DISTRICTS

Proposes to amend the Legislature Article of the Illinois Constitution. Requires that Legislative and Representative Districts be substantially equal in population of citizens (now, substantially equal in population). Effective with the 2011 redistricting.

HIGHER ED-GROUP INS PAYMENTS

Amends the Board of Higher Education Act. Prohibits public universities from using money appropriated from the General Revenue Fund or the Education Assistance Fund for group insurance payments to Central Management Services to cover persons other than employees and legal dependents and spouses of employees.

RETIRED OFFICERS-FIREARMS

Creates the Retired Officers Security Act. Permits the Department of State Police to issue permits to carry concealed firearms to retired peace officers and retired military who have served honorably for at least 10 years. Provides that permits to carry a concealed firearm shall be valid throughout the State for a period of 4 years from the date of issuance. Provides that a person in compliance with the terms of the permit may carry concealed firearms on or about his or her person. Provides that the permittee shall carry the permit at all times the permittee is carrying a concealed firearm and shall display the permit upon the request of a law enforcement officer. Establishes firearm proficiency tests for applicants for concealed carry permits. Repeals the Act on January 1, 2010. Amends the Firearm Owners Identification Card Act. Pre-empts home rule regulation of the issuance of concealed carry permits. Effective immediately.

CON AMEND SEXUAL CRIME/VOTING

Proposes to amend the Suffrage and Elections Article of the Illinois Constitution concerning voter disqualification. Provides that a person civilly committed as a sexually dangerous person or as a sexually violent person shall lose the right to vote, which shall be restored not later than upon completion of his civil commitment. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

EPA-FEES

Amends the Environmental Protection Act. Reduces the amounts various fees to be collected by the Environmental Protection Agency. Sets forth new procedures for the collection of NPDES fees and requires that all moneys collected from the fees be deposited into the Illinois Clean Water Fund. Repeals Sections concerning air pollution operating permit fees and fees for water quality certification. Amends the State Finance Act to create the Illinois Clean Water Fund. Effective immediately.
