CRIM PRO-PRETRIAL DETENTION

Amends the Code of Criminal Procedure of 1963. Provides that notwithstanding the pretrial release and denial of pretrial release provisions of the Code, if the defendant is charged with any of the following offenses, then the burden is on the defendant to show by clear and convincing evidence that the defendant's pretrial release does not pose a real and present threat to the safety of any person or persons or the community, based on the specific articulable facts of the case: (1) a violation of an order of protection issued under the Code or the Illinois Domestic Violence Act of 1986, a stalking no contact order under the Stalking No Contact Order Act, or of a civil no contact order under the Civil No Contact Order Act; or (2) domestic battery or aggravated domestic battery under the Criminal Code of 2012.

INSURANCE PROVIDER DIRECTORIES

Amends the Illinois Insurance Code. Requires the Department of Insurance to establish and maintain a dedicated, publicly accessible webpage on its official website that compiles and provides direct hyperlinks to the provider search directories or tools maintained by each health insurance issuer regulated by the Department. Provides that each regulated health insurance issuer shall submit to the Department, upon request and at least annually, the current URL for its provider search directory and notify the Department of any changes within 30 days after the changes. Provides that failure to comply may result in penalties. Establishes maintenance requirements of the webpage by the Department.

PUB AID-PROOF OF INCOME

Amends the Administration Article of the Illinois Public Aid Code. Prohibits the Department of Human Services and the Department of Healthcare and Family Services from allowing any recipient of cash assistance or medical assistance provided under the Code or any applicant or recipient of benefits provided under the federal Supplemental Nutrition Assistance Program to submit any income self-attestation form or document as proof of income. Requires the Departments to apply for any federal waivers or approvals necessary to implement the amendatory Act.

SPORTS WAGERING-TAX PER WAGER

Amends the Sports Wagering Act. Removes language imposing a wager tax on each master sports licensee for each individual wager placed with the master sports licensee for sports wagering over the Internet or through a mobile application.

VEH CD-ENHANCE FLEEING PENALTY

Amends the Illinois Vehicle Code. Provides that fleeing or attempting to elude a peace officer is a Class 4 felony instead of a Class A misdemeanor and that a third or subsequent violation is a Class 3 felony instead of a Class 4 felony. Provides that aggravated fleeing or attempting to elude a peace officer is a Class 3 felony instead of a Class 4 felony and that a second or subsequent violation is a Class 2 felony instead of a Class 3 felony. Effective immediately.

BIPA-SECURITY PURPOSE

Amends the Biometric Information Privacy Act. Defines "security purpose" to mean for the purpose of preventing or investigating retail theft, fraud, or any other misappropriation or theft of a thing of value. Provides that security purpose includes protecting property from trespass, controlling access to property, or protecting any person from harm, including stalking, violence, or harassment, and includes assisting a law enforcement investigation. Waives certain requirements for collecting, capturing, or otherwise obtaining a person's or a customer's biometric identifier or biometric information under certain circumstances relating to security purposes. Effective immediately.

INS CD-COST SHARING RESTRICT

Amends the Illinois Insurance Code. In provisions requiring policies of group accident and health insurance to provide coverage for certain examination and testing services provided to a victim of specified criminal offenses, prohibits the policy from imposing a deductible, coinsurance, copayment, or any other cost-sharing requirement on the coverage provided, except to the extent that the coverage would disqualify a high-deductible health plan from eligibility for a health savings account under the Internal Revenue Code. Effective January 1, 2027.

INVEST IN IL-AWARDS

Amends the Invest in Illinois Act. Provides that certain notices under the Act shall also be sent to the Minority Leader of the Senate and the Minority Leader of the House of Representatives. Provides that the Minority Leader of the Senate and the Minority Leader of the House of Representatives may also object to agreements under the Act. Effective immediately.

SCH CD-LIBRARY MATERIALS DATA

Amends the School Code. Provides that a school board shall require a school that operates a library to place the library's catalog of library materials in a searchable database accessible over the Internet to a parent or guardian of a student at the school. Provides that a school board shall require a school that operates a library to allow a parent or guardian of a student at the school to prohibit the student from accessing any library materials that the parent or guardian designates. Provides that the school shall require the parent or guardian to designate in writing which library materials the parent or guardian is prohibiting the student from accessing, shall keep the written designation on file in the library, and shall prevent the student from accessing that material.

NONCITIZEN COST TRANSPARENCY

Creates the Noncitizen Population Spending Transparency Act. Provides that the Department of Human Services, in collaboration with relevant State agencies, shall prepare an annual report identifying all State spending on services and resources for noncitizen and asylum-seeking populations. Sets forth reporting requirements. Provides that, on or before November 15, 2026, and each year thereafter, the Department of Human Services shall submit the report to the General Assembly. Provides that the Department of Human Services shall post and maintain the report on its publicly available website. Provides that the Department of Human Services is authorized to coordinate efforts with other State agencies to prepare and submit a cohesive report for the General Assembly. Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that, beginning with budgets prepared for fiscal year 2028, the budgets submitted by the Governor and appropriations made by the General Assembly for all executive branch State agencies must include a detailed accounting of all proposed spending on noncitizen and asylum-seeking populations. Effective immediately.
