Proposes to amend the Legislature Article of the Illinois Constitution. Creates the Independent Redistricting Commission to adopt and file with the Secretary of State a redistricting plan for Legislative and Representative Districts. Provides for the selection of Commissioners and establishes the authority of a Special Commissioner to design a redistricting plan in the event that the Commission fails to properly adopt and file a redistricting plan. Effective beginning with redistricting in 2021 and applies to members elected in 2022 and thereafter.

Amends the State Property Control Act. Specifies that the administrator is authorized to dispose of the James R. Thompson Center in 3 ways. Allows the administrator to sell the real property by auction. Allows the administrator to sell or lease the real property pursuant to a competitive sealed bid. Allows the administrator to enter into a lease, a public-private partnership with a real estate developer, or other agreement that directly or indirectly gives the State a right to use, control, or possess some portion or interest in the real property. Provides that all moneys received from the sale or lease of the real property shall be deposited into the General Revenue Fund. Authorizes the administrator to enter into any agreements and execute any documents necessary. Provides that any agreement to sell or lease the real property must be entered into no later than 3 years after the effective date of this amendatory Act. Effective immediately.
Amends the Township Code. Makes a technical change in a Section concerning the duties of the township assessor.
Amends the General Assembly Organization Act. Makes a technical change in a Section concerning the deposit of books, bills, documents, and papers with the Secretary of State.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning presumption of innocence and proof of guilt.
Makes appropriations for the ordinary and contingent expenses of the Office of the Executive Inspector General for the fiscal year beginning July 1, 2015, as follows: General Funds $5,334,600; Other State Funds $1,610,800; Total $6,945,400.
Amends the Deposit of State Moneys Act. Makes a technical change in a Section concerning investment in minority-owned financial institutions.
Amends the Thomson United States Penitentiary Cession Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning income allocation.
Makes appropriations for the ordinary and contingent expenses of the Southwestern Illinois Development Authority for the fiscal year beginning July 1, 2015, as follows: General Funds $1,391,800.
