Makes a reappropriation from the Capital Development Fund to the Capital Development Board. If and only if Senate Bill 2038 of the 99th General Assembly becomes law, repeals a provision in Senate Bill 2038 limiting the appropriation authority granted in that bill. Effective immediately.
