Amends the Criminal Code of 1961. Provides that an employee of the Department of Children and Family Services or a foster parent licensed by the Department of Children and Family Services who knowingly falsifies a Department document or who knowingly makes a false statement in a Department document as to a material fact in relation to an investigation of alleged or suspected neglect or abuse of a minor or in relation to an investigation of an alleged dependent minor is guilty of a Class 4 felony. Effective immediately.

Amends the State Finance Act concerning provisions that authorize the Director of the Governor's Office of Management and Budget (i) to transfer into the General Revenue Fund a percentage of the moneys in funds held by the State Treasurer and (ii) to transfer into the General Revenue Fund a portion of the additional amounts generated by new and increased fees. Provides that, notwithstanding any other provision of law to the contrary, beginning on the effective date of this amendatory Act of the 93rd General Assembly no transfers are authorized to be made under these provisions unless specific authority for the transfer is granted by the General Assembly. Provides that, as soon as may be practical after the effective date of this amendatory Act of the 93rd General Assembly, the State Treasurer and the Comptroller shall reverse all transfers previously made under the authority of these provisions. Effective immediately.
Amends the Environmental Protection Act. Reduces the amounts various fees to be collected by the Environmental Protection Agency. Sets forth new procedures for the collection of NPDES fees and requires that all moneys collected from the fees be deposited into the Illinois Clean Water Fund. Repeals Sections concerning air pollution operating permit fees and fees for water quality certification. Amends the State Finance Act to create the Illinois Clean Water Fund. Effective immediately.
Appropriates $1 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a study to evaluate the Department's effectiveness in attracting technology-based businesses to Illinois. Effective July 1, 2004.
Appropriates $1 from the General Revenue Fund to the Supreme Court for ordinary and contingent expenses of the Illinois courts. Effective July 1, 2004.
Amends the State Budget Law of the Civil Administrative Code of Illinois. Requires the Governor to publish quarterly financial reports on the status of the State's finances. Sets forth requirements for the reports. Effective immediately.
Amends the Regional Transportation Authority Act. Removes a provision requiring that no director on the Commuter Rail Board be an employee of a unit of local government or receive compensation from any elected or appointed office under the Constitution and laws of Illinois.
Amends the Park District Code. Creates a new Section concerning the disconnection of park district property from a park district that is within a municipality with a recreation board. Contains only a Section heading.
Amends the Department of Commerce and Community Affairs Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department's powers and duties.
Amends the Environmental Protection Act. Removes provisions allowing the Environmental Protection Agency to assess and collect NPDES discharge fees. Effective immediately.
