MEDICAID-DISABLED-INCOME LEVEL

Amends the Illinois Public Aid Code. In provisions authorizing Medicaid for persons who are disabled and employed, provides that the Department of Public Aid must authorize Medicaid eligibility for persons whose income is less than or equal to 400% of the federal poverty guidelines. Provides that the Department may authorize eligibility for persons whose income is greater than 400% of those poverty guidelines. Effective immediately.

$DEPT OF NATURAL RESOURCES

VEH CD - DISPLAY OF SIGNS

Amends the Illinois Vehicle Code. Provides that a municipality may place and display along or over a highway a sign or banner that: honors community or student achievements and bears no commercial advertising; is no larger than 30 square feet in size; does not obstruct traffic or the view of the driver of any vehicle; and remains in place no more than 30 days. Provides that the municipality must obtain the approval of the Department of Transportation before placing a sign along or over any highway under the Department's jurisdiction. Provides that the Department must respond to a municipality's request for approval within 7 days after receiving it. Provides that an antique vehicle may display a blue light or lights of up to one inch in diameter as part of the vehicle's rear stop lamp or lamps. Effective July 1, 2004.

$ICC-RAILROAD CROSSING SAFETY

The sum of $1, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Commerce Commission for a study to determine the effectiveness of the State's railroad crossing safety initiatives. Effective July 1, 2003.

VEH CD-SCHL BUS-REMINDER SYSTM

Amends the Illinois Vehicle Code. Provides that, on and after January 1, 2006, a school bus may not be operated or used as a school bus within this State unless the school bus is equipped with a post-trip inspection reminder system that alerts the driver or attendant that a passenger remains on the bus and that prevents the driver or attendant from leaving the bus while the passenger remains on the bus. Provides that a school bus manufactured on or after January 1, 2005 may not be used as a school bus unless it is equipped with the reminder system. Provides that the provision does not apply to out-of-state school buses operating temporarily in Illinois for specified purposes. Provides that the Department of Transportation shall adopt rules for implementing the provision. Effective July 1, 2004.
