Amends the Illinois Vehicle Code. Provides that the Secretary of State shall not issue a series of special plates unless applications have been received for 3,333 (rather than 10,000) plates of that series. Deletes language providing that the Secretary may prescribe a different number of required applications. Effective immediately.

Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Amends the Illinois Income Tax Act. Creates a deduction for taxpayers who provide physician services to an uninsured patient at a reduced rate, and provides that the amount of the deduction is equal to any difference between the taxpayer's physician fee schedule and that reduced rate. Creates a deduction for taxpayers who provide physician services to Medicaid patients, and provides that the amount of the deduction is equal to any difference between the taxpayer's Medicare physician's fee schedule and the taxpayer's Medicaid physician's fee schedule. Exempts the deductions from the Act's sunset provisions. Effective immediately.
Amends the Illinois Municipal Code concerning the non-homerule use and occupation taxes. Deletes the requirement that a municipality must use the proceeds of the taxes only for expenditure on public infrastructure or property tax relief. Repeals provisions defining "public infrastructure" and "property tax relief". Effective immediately.
Amends the Election Code. Requires that the State Board of Elections' searchable electronic database of campaign contribution reports must be searchable by employer and occupation of the contributor with respect to contributions for which that information is reported. Effective immediately.
Creates the Legislative Contract Disclosure Act and the Lieutenant Governor's Contract Disclosure Act and amends the State Budget Law, the Attorney General Act, the Secretary of State Act, the State Comptroller Act, the State Treasurer Act, and the Illinois State Auditing Act. Requires that the offices of statewide officers, legislators, legislative agencies, and the Auditor General post on their websites disclosures with respect to each of their contracts with an annual value of $50,000 or more. Specifies the contents of the disclosure, including the names of the contracting entity and others with whom the contracting entity has a financial relationship. Amends the Illinois Procurement Code to require posting on the online Procurement Bulletin of similar disclosures by bidders and offerors on State contracts with an annual value of $50,000 or more. Amends the Illinois Procurement Code to make changes with respect to the following: amendments to contracts; contents of the Procurement Bulletin; contract renewals; use of competitive bidding; sole source procurements; emergency procurements; bidders and offerors authorized to do business in Illinois; contract specifications; expense reimbursement; contract payments; lease renewals; lease holdovers; conflict of interest waivers; and contract voidability. Effective immediately.
Appropriates $8,200,000 from the General Revenue Fund to the Department of Veterans' Affairs for staffing at the Illinois Veterans' Home at LaSalle. Effective July 1, 2008.
Amends the Comprehensive Health Insurance Plan Act. Adds a provision requiring that the Plan provide coverage for mammograms and prosthetic devices or reconstructive surgery incident to a mastectomy, Pap tests, prostate-specific antigen tests, colorectal cancer examination and screening, and contraceptives as required under certain Sections of the Illinois Insurance Code. Provides that any expense or charge for routine physical examinations or tests related to certain covered benefits are not excluded from coverage under the Plan. Deletes a provision excluding any expense or charge for oral contraceptives used for birth control or any other temporary birth control measures from coverage under the Plan.
Amends the Unified Code of Corrections. Makes a technical change in a Section requiring the Department of Corrections to designate those institutions and facilities that are maintained for persons assigned as adults and as juveniles.
Amends the Budget Stabilization Act. Requires the Governor's Office of Management and Budget to make public a certified general funds revenue estimate for the current fiscal year at the same time the Governor submits a budget for the upcoming fiscal year. Requires actual revenues that exceed the certified estimate to be deposited into the Budget Stabilization Fund to be used to pay prior fiscal year liabilities, pension liabilities, and bond debt. Effective July 1, 2008.
