Amends the Illinois Vehicle Code. Provides that, beginning with the 2007 registration year, an applicant for Gold Star plates shall receive the plates without paying any registration fee or fee for issuance of the plates.

Amends the Abuse of Adults with Disabilities Intervention Act; provides that a person making a report of alleged abuse, neglect, or exploitation of an adult with disabilities, functioning in the person's capacity as a licensed professional, may be entitled to the result of the report and of the investigative assessment as authorized by the Inspector General. Amends the Mental Health and Developmental Disabilities Confidentiality Act; provides for the disclosure of mental health or developmental disabilities service records and communications in accordance with the Abused and Neglected Long Term Care Facility Residents Reporting Act and the Abuse of Adults with Disabilities Intervention Act. Effective immediately.
Creates the Ultrasound Administration Act. Requires a person that issues an order or a referral for the administration of an ultrasound upon a pregnant woman to be licensed to practice medicine in all of its branches, licensed as an advanced practice nurse, or licensed as a certified nurse midwife. Provides that an order or referral for the administration of an ultrasound shall not be issued for entertainment purposes or for any other purpose which is not warranted by the condition of the patient as determined by the treating physician, advanced practice nurse, or certified nurse midwife. Provides that any person, except a person authorized to issue an order or a referral pursuant to the Act, who administers an ultrasound upon a pregnant woman without an order or referral, shall be guilty of a Class A misdemeanor.
Amends the Criminal Code of 1961. Makes a technical change in a Section defining the offense of vehicular hijacking.
Amends the Illinois Vehicle Code. Provides that a unit of local government, including a home rule unit, that enforces against any person an ordinance that (i) applies only to motorcycles and restricts their access to certain highways, (ii) requires motorcycle riders to wear protective headgear, or (iii) regulates motorcycles in a manner inconsistent with the Code, in addition to being liable to that person for the actual damages sustained, is liable to that person for punitive damages in an amount not less than $10,000 and not greater than $25,000 and for reasonable attorney's fees. Effective immediately.
Amends the Facility Planning Area Rules Act. Makes a technical change in a Section concerning rules.
Designates March as Women's History Month.
Amends the Agricultural Areas Conservation and Protection Act. Makes a technical change in a Section concerning the short title.
