Amends the Liquor Control Act of 1934. In a Section involving trade mark registration, provides that prior to amending or withdrawing such registration, each manufacturer, non-resident dealer, distributor, importing distributor, or foreign importer who owns or controls the trade mark, brand name, or name of any alcoholic liquor shall, at least 30 days prior to the effective date of the registration amendment or withdrawal, notify each person to whom such manufacturer, non-resident dealer, distributor, importing distributor, or foreign importer previously granted the right to sell at wholesale, specifying the particular trade mark, brand, or name of alcoholic liquor as to which such right is amended or withdrawn and the geographical area or areas for which such right is amended or withdrawn to such person. At the written request of all affected parties, the 30 day notification requirement may be waived by the Liquor Control Commission. Effective immediately.

Amends the Environmental Protection Act and the State Finance Act. Provides that white goods may not be disposed in a landfill unless the recyclable components have been removed. Creates the White Goods Management Fund as a special fund in the State treasury, and provides that moneys in the Fund may be used for certain administrative purposes and for grants to certain manufacturers of products composed of recycled material. Requires retailers of white goods to collect a fee of $8 from the consumer for the purchase of white goods, and requires the retailer to pay $6 of that fee to the Department of Revenue for deposit into the White Goods Management Fund. Sets forth provisions for the fee collections and returns by retailers. Effective immediately.
Amends the Environmental Protection Act. Provides that all recycling centers within the State must require individuals who recycle copper to present a valid driver's license or State-issued identification card at the time of the transaction and must maintain a log of all copper recycling transactions. Effective immediately.
Amends the State Treasurer Act. Requires the Treasurer to post information on his or her official website concerning the investment of public funds. Sets forth the required information. Does not require posting of information that is exempt from inspection and copying under the Freedom of Information Act.
Amends the State Officials and Employees Ethics Act. Classifies community college districts as units of local government that must adopt resolutions regulating the political activities and the solicitation and acceptance of gifts by their officials and employees (now, classified as State agencies subject to the entire Act's regulation and enforcement by the Executive Ethics Commission and the Governor's Executive Inspector General). Effective immediately.
Creates the Commission on the Eradication of Poverty Act. Provides for appointments and terms of members. Provides for funding through the Department of Human Rights. Requires meetings and reports. Effective immediately.
Designates Illinois Route 173 as the 173rd Airborne Brigade Highway in honor of the brave men and women of the United States Army 173rd Airborne Brigade.
