Amends the Illinois Vehicle Code. Beginning with the 2009 registration year, increases by $1 the fee to be collected for registration of any vehicle of the first division and any vehicle of the second division weighing 8,000 pounds or less registered under the flat weight tax option. Provides that the additional $1 shall be deposited into the State Police Vehicle Fund. Effective immediately.

Amends the State Finance Act. Provides that the Act's administrative charge-back provisions do not apply to the Illinois Veterans Assistance Fund, the Illinois Veterans' Homes Fund, the LaSalle Veterans Home Fund, the Anna Veterans Home Fund, the Manteno Veterans Home Fund, the Quincy Veterans Home Fund, the John Joseph Kelly Home Fund, or the Illinois Veterans' Rehabilitation Fund. Provides that no transfers may be made under the State Finance Act from the Illinois Veterans Assistance Fund, the Illinois Veterans' Homes Fund, the LaSalle Veterans Home Fund, the Anna Veterans Home Fund, the Manteno Veterans Home Fund, the Quincy Veterans Home Fund, the John Joseph Kelly Home Fund, or the Illinois Veterans' Rehabilitation Fund, and provides that, if an amount is transferred from one of these funds, then the Comptroller shall immediately direct and the Treasurer immediately transfer an amount equal to the amount of that transfer from the General Revenue Fund to the fund from which the transfer was made. Effective immediately.

Amends the Mobile Home Landlord and Tenant Rights Act. Contains legislative findings. Provides that no mobile home park owner shall finally accept any offer for the sale, lease, or transfer of a mobile home park without first giving 60 days' notice to each tenant and to the Illinois Housing Development Authority. Provides that, during the notice period, the park owner shall consider any offer received from the tenants or a tenants' association and negotiate in good faith with the tenants concerning a potential purchase or lease. Contains provisions regarding: offers to purchase or lease the mobile home park; notice contents and requirements; exceptions to the notice requirements; required contents of leases; and other matters. Contains severability provisions.
Amends the State Officials and Employees Ethics Act. Classifies community college districts as units of local government that must adopt resolutions regulating the political activities and the solicitation and acceptance of gifts by their officials and employees (now, classified as State agencies subject to the entire Act's regulation and enforcement by the Executive Ethics Commission and the Governor's Executive Inspector General). Effective immediately.
Makes appropriations to the Board of Trustees of Governors State University for its ordinary and contingent expenses. Effective July 1, 2008.
Creates the Air Transportation Act. Contains only a short title provision.
Amends the Counties Code. Makes a technical change in a Section concerning county names.
Appropriates $38,800,000 from the General Revenue Fund to the Department of Human Services for certain services in community integrated living arrangements, for mobile crisis and assessment teams for individuals with developmental disabilities, and for home-based support services for children and adults. Effective July 1, 2008.
Makes appropriations to the Board of Trustees of Governors State University for its ordinary and contingent expenses and for the Global Trade Center, Metropolitan Institute for Leadership in Education, Center for Excellence in Health Professions Education, and Center for Law Enforcement Technology Collaboration. Effective July 1, 2007.
