Amends the Department of State Police Law and the Department of Transportation Law of the Civil Administrative Code of Illinois, the Illinois Emergency Management Agency Act, the Illinois Police Training Act, and the School Code. Establishes program requirements for the statewide child abduction emergency alert system of the Department of State Police. Requires the Department of State Police and the Department of Transportation to coordinate in the use of electronic highway message signs to convey abduction information. Requires the Department of State Police to establish a task force to monitor and review implementation and operation of the child abduction alert system. Requires the Department of State Police and the Illinois Emergency Management Agency to coordinate in the development of a promotional program on child abduction prevention and response. Requires the Illinois Law Enforcement Training Standards Board to train local law enforcement personnel in the child abduction alert system. Requires the Department of State Police and the State Board of Education to coordinate in the development of child abduction prevention instruction to be included in school curricula. Requires the Department of State Police to appoint an uncompensated Child Safety Coordinator to advocate for State standards for child safety from kidnapping and abduction. Prohibits the use of new appropriations for the Coordinator's expenses. Effective immediately.

Amends the School Code. Provides that in order to be eligible for election to a school board (or in Chicago to be eligible for appointment), a person must not be a child sex offender.
Amends the Illinois Insurance Code relating to coverage for subjects of abuse. Extends the restrictions on denying coverage for subjects of abuse to property and casualty insurers.
Amends the Environmental Protection Act. Provides that a deceased companion animal that is delivered to a provider of companion animal cremation services subject to the Companion Animal Cremation Act is not waste for the purposes of the Environmental Protection Act, and that providing companion animal cremation services at a location does not make that location a waste management facility for the purposes of the Environmental Protection Act.
Amends the Abused and Neglected Child Reporting Act. Adds licensed professional counselors and licensed clinical professional counselors to the list of persons required to report possible child abuse or neglect. Effective immediately.
Amends the Lead Poisoning Prevention Act. Provides that physicians and health care providers may screen children for lead poisoning in conjunction with the school health exam when, in the physician's judgment, the child is potentially at high risk of lead poisoning.
Amends the Department of Human Services Act. Provides that the Department of Human Services, subject to appropriation, may make grants to special recreation associations for the operation of recreational programs for the handicapped and transportation to and from those programs. Provides that the Department must adopt rules to implement the grant program. Effective immediately.
Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act. Requires coverages under those Acts to include benefits for outpatient prescription contraceptive drugs and devices and outpatient contraceptive services.
Amends the Department of Human Services Act. Requires the Department of Human Services, in consultation with the Department of Public Health, to conduct a public information campaign to (i) educate women about the benefits of consuming folic acid before and during pregnancy to improve their chances of having a healthy baby and (ii) increase the consumption of folic acid by women of child-bearing age.
Creates the Senior Citizen Prescription Drug Discount Program Act. Provides that the Program shall be administered by the Department of Central Management Services to enable eligible senior citizens to purchase prescription drugs at discounted prices and that the Department shall (i) enroll eligible seniors into the Program, (ii) enter into rebate agreements with drug manufacturers, either itself or through an agent, and (iii) reimburse pharmacies for the cost of providing discounts using the proceeds from the manufacturer rebate agreements. Eligible seniors are persons who are Illinois residents and who are 65 years of age or older. Establishes a prescription pricing formula. Sets guidelines for the rebate agreements. Establishes application requirements for seniors and eligibility requirements for pharmacies. Requires the Department to adopt rules. Amends the State Finance Act to create the Senior Citizen Prescription Drug Discount Program Fund into which rebate payments and enrollment fees shall be deposited. Provides for an initial transfer from the General Revenue Fund into the Drug Discount Program Fund of $27,000,000 to be repaid to the General Revenue Fund out of rebate payments. Effective July 1, 2003.
