Amends the School Code. In the State aid formula provisions, increases the foundation level of support from $4,810 to $5,060. Effective July 1, 2004.

Amends the Department of Veterans Affairs Act. Requires the Department to establish an advisory council for each veterans home. Effective immediately.
Authorizes the Director of Natural Resources to quit claim certain described property to the Village of Aroma Park in Kankakee County for $1 in consideration, with reversion to the State if the property ceases to be used for public recreational purposes. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a person who fails to remain at the scene of an accident involving personal injury or death to render aid as required is guilty of a Class 4 felony (rather than a Class A misdemeanor). Shortens from one hour to one-half hour the time in which a person who has failed to remain at the scene of the accident must report the accident at a police station or sheriff's office. Provides that a person who failed to remain at the scene as required and failed to report the accident within one-half hour of its occurrence, or within one-half hour of his or her release from the hospital if he or she had been hospitalized and incapacitated from reporting during the one-half hour after the occurrence, is guilty of a Class 3 (rather than a Class 4) felony if the accident does not result in the death of any person. Deletes language providing that a report made within the one hour time limit may not be used as a basis for a prosecution for failing to remain at the accident scene as required.
Urges the U.S. Congress to institute programs to develop passenger rail transportation in the United States.
Mourns the death of Godwin Sunday Daniel Okorafor, M.D., F.A.C.S.
RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that when the two Houses adjourn on Thursday, February 05, 2004, the Senate stands adjourned until Friday, February 06, 2004 in perfunctory session; and when it adjourns on that day, it stands adjourned until Monday, February 09, 2004, at 4:00 o'clock p.m.; and the House of Representatives stands adjourned until Friday, February 06, 2004, in perfunctory session; and when it adjourns on that day, it stands adjourned until Monday, February 09, 2004, at 1:00 o'clock p.m.
Amends the Motor Fuel Tax Law. Makes a technical change in a Section concerning the distribution and use of certain tax moneys under the Act.
Amends the Electronic Mail Act. Requires an initiator of an unsolicited e-mail advertisement to establish a toll-free telephone number or return e-mail address that the recipient of the advertisement may call or e-mail to notify the sender not to e-mail any further unsolicited e-mail advertisements. Prohibits an initiator of an unsolicited e-mail advertisement from selling or transferring the e-mail address of a person who given notice that he or she does not want to receive any further unsolicited e-mail advertisements. Provides that each unsolicited e-mail advertisement's subject line shall include "ADV:" as the first 4 characters and each adult-oriented unsolicited e-mail advertisement's subject line shall include "ADV:ADLT" as the first 8 characters.
Amends the Property Tax Code. Provides that a township or multi-township assessor who has served as a township or multi-township assessor for 12 years or more is qualified to hold office if he or she has a Certified Illinois Assessing Official certificate from the Illinois Property Assessment Institute with a minimum of 360 additional hours of successfully completed courses approved by the Department of Revenue, if at least 180 of the course hours required a written examination. Effective immediately.
