Creates the Healthy Illinois Plan Act. Contains only a short title provision.
Amends the Public Utilities Act. Authorizes municipalities and counties to aggregate customers for the purchase of electricity. Provides for approval of aggregation by the voters. Requires the Illinois Commerce Commission to review aggregation plans.
Amends the Mental Health and Developmental Disabilities Administrative Act. Creates the Community Developmental Disability Services Medicaid Trust Fund consisting of funds paid to the State by the federal government under Title XIX or Title XXI of the Social Security Act for services delivered by community developmental disability services providers. Provides that the Department of Human Services shall reimburse community developmental disability services providers out of the Fund for Medicaid-reimbursed developmental disability services provided to eligible individuals. Repeals the Community Mental Health and Developmental Disabilities Services Provider Participation Fee Trust Fund.
Amends the Wildlife Code. Allows members of the armed forces of the United States while on active duty assigned to a military facility in Illinois to obtain a resident hunting license and for waiver of the FOID card requirement. Effective immediately.
Appropriates $2,300,00 to the Department of Transportation from the Downstate Public Transportation Fund for operating expenses of the River Valley Metro Mass Transit District. Effective July 1, 2004.
Amends the Workers' Compensation Act and the Workers' Occupational Diseases Act. Provides that any condition or impairment of health of a firefighter, emergency medical technician, or paramedic that results directly or indirectly from any bloodborne pathogen, lung or respiratory disease or condition, heart or vascular disease or condition, hypertension, tuberculosis, or cancer resulting in any disability to the employee shall be conclusively presumed to arise out of and in the course of the employee's employment and shall be conclusively presumed to be causally connected to the hazards or exposures of the employment. Provides that the presumption shall also apply to any hernia or hearing loss suffered by a firefighter, emergency medical technician, or paramedic. Provides that the presumption does not apply to an employee who has been a firefighter, emergency medical technician, or paramedic for less than 5 years at the time the condition or impairment is discovered.
Provides that the transportation of aggregate materials to or from the job site shall be deemed to be employment on public works. Eliminates a provision that the processing of non-aggregate materials shall not be deemed to be employment on public works.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section regarding preliminary orders concerning an examination of an alleged abused or neglected child.
Amends the School Code. In calculating supplemental general State aid, provides that, for the 2003-2004 school year and each school year thereafter, "Low-Income Concentration Level" is the low-income eligible pupil count from the most recently available federal census or the low-income eligible pupil count determined by the Department of Human Services based on those students who are eligible for food stamps or Medicaid, whichever pupil count is greater, divided by the Average Daily Attendance of the school district. Effective July 1, 2003.
