RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that when the two Houses adjourn on Thursday, February 24, 2005, the Senate stands adjourned until Friday, February 25, 2005, in perfunctory session; and when it adjourns on that day, it stands adjourned until Tuesday, March 01, 2005, at 12:00 o'clock noon; and the House of Representatives stands adjourned until Friday, February 25, 2005, at 1:00 o'clock p.m., and when it adjourns on that day, it stands adjourned until Monday, February 28, 2005, in perfunctory session; and when it adjourns on that day, it stands adjourned until Tuesday, March 01, 2005.
Amends the School Code. Makes technical changes in a Section concerning teacher certification.
Amends the Military Code of Illinois. Makes a technical change in a Section concerning funding for the Department of Military Affairs.
Amends the Mobile Home Park Act. Provides that the funds and fines received under the Act shall be deposited into the Facility Licensing Fund and shall be used for the enforcement of the Act. Provides that the Department of Public Health may assess administrative fines against a person who operates a mobile home park in violation of the Act or its rules. Provides that the Department must provide written notification of the violations and allow a minimum of 10 days for correction before imposing the administrative fine. Effective immediately.
Amends the Liquor Control Act of 1934. Provides that an importing distributor may obtain a supplemental storage permit upon payment of a fee of $270, which authorizes the storage of alcoholic liquor at a location other than the importing distributor's licensed premises. Effective immediately.
Amends the Illinois Vehicle Code. Provides that, beginning with the 2006 registration year, municipally-owned motorcycles operated by any police department, and county-owned motorcycles operated by or for a county sheriff and designated deputies, shall be issued permanent registration plates at no charge. Effective immediately.
Amends the Property Tax Code to exempt the lessee of each parcel of real property in Will County owned by the State of Illinois for the purpose of developing an airport from the payment of property taxes on that property. Provides that, through December 31, 2010, the Department of Transportation shall pay to the Will County Treasurer, from the Tax and Assessment Recovery Fund (a new Fund created in the State Finance Act into which the State shall deposit all receipts from the lease of this property), on or before July 1 of each year, the amount of rent collected for each parcel during the previous year, which payment shall not exceed, for each parcel, the assessed tax amount for the 2001 property tax year (tax compensation). Amends the Illinois Drainage Code. Provides that real property owned by the State of Illinois in Will County for the purpose of developing an airport is exempt from assessments. Provides that, through December 31, 2010, the affected drainage district shall be paid, from the Tax and Assessment Recovery Fund, on or before July 1 of each year, the amount of rent collected for each parcel during the previous year, reduced by the amount paid to the Will County Treasurer for tax compensation, which annual payment to each drainage district shall not exceed, for each parcel, the assessment amount for the 2001 property assessment year. Amends the State Finance Act to create the Tax and Assessment Recovery Fund. Effective immediately.
Amends the Professional Engineering Practice Act of 1989. Provides that nothing in the Act shall prevent a person, sole proprietorship, professional service corporation, corporation, limited liability company, partnership, or other entity from performing their duties and nothing in the Act shall be deemed unethical or unprofessional because a person, sole proprietorship, professional service corporation, corporation, limited liability company, partnership, or other entity licensed under the Act is a member of or has a collective bargaining agreement with a labor union whose members are performing work on the same site. Effective immediately.
Amends the Children with Disabilities Article of the School Code. Makes a technical change in a Section concerning definitions.
