Amends the Illinois Act on the Aging. Provides that beginning January 1, 2007, the Department shall pay an additional $1.33 per hour of chore/housekeeping and homemaker service performed by a chore/housekeeping and homemaker service provider vendor to all vendors who certify that they will offer health insurance to all qualifying employees, and their dependents. Requires the amount of funding, for years after 2007, to be adjusted by the amount of which the medical component of the Consumer Price Index exceeds such component for the previous calendar year. Defines a qualifying employee as an employee that provides over 100 hours of chore/housekeeping and homemaker services per month for 3 consecutive months. Requires that chore/housekeeping and homemaker service provider vendors must certify that 50% of their workforce is eligible for coverage as a qualifying employee. Provides that the Department must set minimum standards for a qualifying health plan by rule. Sets forth that provider vendors who fail to offer coverage to all qualifying employees shall be subject to penalties up to and including the requirement to return all moneys paid under this paragraph by the State as prescribed by Department rule.

Amends the Illinois Public Aid Code. Provides that, subject to the approval of a federal waiver, persons who are 21 years of age or older who have received Medicaid benefits under provisions concerning persons under age 21 who would qualify as disabled shall remain eligible for continued Medicaid benefits, outside an institution, at a level of care appropriate to meet the individual needs of the person, provided that a physician annually determines that the person requires the level of care provided by a hospital, skilled nursing facility, or intermediate care facility. Requires an annual report by the Department of Human Services beginning January 1, 2007. Requires the Illinois Department of Human Services, the Illinois Department of Public Aid, and the Division of Specialized Care for Children of the University of Illinois to enter into an interagency agreement for the purpose of cooperatively establishing a program of case management for any person who receives Medicaid benefits under the provisions concerning persons under age 21 who would qualify as disabled. Sets forth the minimum requirements for case management services. Effective immediately.
Amends the Election Code. Permits the appointment of one pollwatcher per precinct by each State non-partisan civic organization within a county or political subdivision that has among its written purposes certain voter and election goals. Effective immediately.
Amends the Prevailing Wage Act. Provides that workers at a facility dedicated exclusively, or nearly so, to performance of the contract or project and located in such proximity to the actual construction location that it would be reasonable to include them, or that perform work specifically designated for installation on a public works project, shall be deemed to be employed on public works. Provides for coverage of the transportation of aggregate materials to or from the job site. Provides that workers who are paid a set amount for truck expense and take-home wage and who are deemed to be employed on the public works project are entitled to the proper prevailing wage for the equipment being operated. Makes other changes.
Amends the Prevailing Wage Act. Provides that while participating on public works, each contractor and subcontractor shall submit weekly a certified payroll to the public body in charge of the project. Provides that any contractor or subcontractor subject to the Act who fails to submit a certified payroll or knowingly files a false certified payroll is in violation of the Act and is guilty of a Class B misdemeanor. Provides that the public body shall keep these records for at least 3 years. Provides that these payroll records are public records subject to disclosure under the Freedom of Information Act. Effective immediately.
Creates the Will County Regional Airport Act. Contains only a short title provision.
Amends the Nursing Home Care Act. Requires that the State Long Term Care Ombudsman be provided with (1) a copy of a notice of involuntary transfer or discharge of a resident from a nursing home, (2) notice of the emergency removal of a resident from a nursing home, and (3) notice of the voluntary closing of a nursing hame. Provides that the State Long Term Care Ombudsman shall have the opportunity to file a request for a hearing with the Department of Public Health within 10 days following receipt of a written notice of the involuntary transfer or discharge of a resident by a nursing home. Effective immediately.
Amends the Landlord and Tenant Act. Makes a technical change in a Section concerning covenants exempting a lessor from liability for damages.
Amends the Township Code. Provides that, if a township board, prior to enactment of the Property Tax Extension Limitation Law, adopted a tax levy to provide general assistance in the township to certain persons needing that assistance and if the imposition of the property tax extension limitation would prevent the township from levying or increasing the tax, then the township may nevertheless levy the tax by ordinance in an amount not to exceed the maximum rate. Amends the Property Tax Extension Limitation Law of the Property Tax Code. Provides that the provisions of the Property Tax Extension Limitation Law are subject to a Section in the Township Code concerning a general assistance tax. Effective immediately.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
