Amends the Illinois Banking Act. Provides that no out-of-state bank and no national bank whose main banking premises located outside of Illinois may establish a branch in Illinois unless the out-of-state or national bank obtains a certificate of authority and a written confirmation from the Commissioner of Banks and Real Estate in the manner provided in this Section. Provides that out-of-state banks or national banks with main banking premises in a state other than Illinois may merge with Illinois banks subject to certain conditions. In provisions pertaining to the power of the Banks and Trust Companies Board, provides that the Board may make recommendations to the Commissioner regarding whether the laws of another state are reciprocal with the laws of Illinois. Requires the Commissioner to report to the Board if the Commissioner determines whether the laws of another state are reciprocal with the laws of Illinois.

Amends the Criminal Code of 1961. Creates the offense of criminal street gang recruitment on school grounds. Provides that a person commits the offense when on school grounds he or she threatens the use of physical force to coerce, solicit, recruit, or induce another person to join or remain a member of a criminal street gang, or conspires to do so. Provides that criminal street gang recruitment on school grounds is a Class 4 felony.
Amends the Code of Criminal Procedure of 1963. Makes technical changes in a Section concerning bail bonds.
Amends the Illinois Credit Union Act. Expands a credit union's general powers to sell to persons eligible for membership, negotiable checks, money orders, and similar money transfer instruments, cash checks and money orders, and receive electronic fund transfers for a fee. Increases access to credit union service to the economically disadvantaged. Provides that individuals earning a stated amount or whose annual household income falls at or below a stated amount may be admitted to membership in a credit union. Requires credit unions desiring to serve the economically disadvantaged to have a written business plan documenting the fact that the area or persons meet certain criteria, identifying the credit and depository needs of the area or persons, identifying the services to be delivered, and describing the manner in which the services will be delivered. Makes changes concerning the reimbursement, titles, qualifications, suspension or removal of a credit union's board of directors and executive officers. Effective immediately.
Amends the Collection Agency Act. Provides that a collection agency may not impose a fee or charge for any child support payments collected through the efforts of a federal, State, or local government agency. Provides that no collection agency that collects child support payments shall (i) impose a charge or fee for collection of a current child support payment, (ii) fail to apply collections to current support as specified in the order for support before applying collection to arrears or other amounts, or (iii) designate a current child support payment as arrears or other amount owed. Requires the Department of Professional Regulation to determine a fee rate of not less than 25% but not greater than 35%, based upon presentation by the licensees as to costs to provide the service and a fair rate of return. Effective immediately.
Amends the School Code. Requires the State Board of Education to implement and administer a student achievement improvement grant program to provide 2-year grants to school districts on the academic watch list and other school districts that have the lowest achieving students. Requires a school district to establish an accountability program in order to receive a grant. Requires a grant to be automatically renewed when achievement goals are met. Effective immediately.
Amends the School Code. In the State aid formula provisions, increases the foundation level of support from $4,810 to $5,060. Effective July 1, 2004.
Amends the Office of Banks and Real Estate Act. Requires the Commissioner of Banks and Real Estate to work in cooperation with the Director of Aging to ensure that all financial institutions regulated by the Office of Banks and Real Estate participate fully in the Department on Aging's financial exploitation of the elderly intervention program. Effective immediately.
