Amends the Open Meetings Act and the School Code. Provides that the term "public body" under the Open Meetings Act does not include a teacher peer assistance board or peer evaluation governing board established by a school district and the exclusive representative of its teachers under the Chicago School District Article of the School Code or a professional personnel leadership committee organized under the Chicago School District Article of the School Code. Authorizes the Chicago Board of Education and the exclusive representative of the school district's teachers to enter into an agreement to establish alternative procedures for teacher evaluation, remediation, and removal for cause after remediation, including an alternative system for peer evaluation and recommendations, for teachers who have completed their probationary period. Makes related changes. Makes technical changes having a revisory function. Effective immediately.

Amends the Illinois Vehicle Code and the State Finance Act. Authorizes special license plates designated as Boy Scout and Girl Scout plates. Provides that the Secretary of State may issue Boy Scout plates bearing the Eagle Scout badge only to an applicant who submits written proof of Eagle Scout rank, by way of documentation from the National Boy Scout Council. Provides that the Secretary may issue Girl Scout plates bearing the symbol of the Gold Award only to an applicant who provides written proof of Gold Award status, by way of documentation from the National Office of the Girl Scouts of America. Provides that the Secretary shall make Eagle Scout Boy Scout plates and Gold Award Girl Scout Plates available to qualified applicants. Provides for increased fees for all Boy Scout and Girl Scout plates, to be deposited into the Secretary of State Special License Plate Fund and the Boy Scout and Girl Scout Fund. Creates the Boy Scout and Girl Scout Fund as a special fund in the State treasury. Provides that all moneys in the Boy Scout and Girl Scout Fund shall, subject to appropriation by the General Assembly and approval by the Secretary, be paid as grants, to be divided between the Illinois divisions of the Boy Scouts of America and the Girl Scouts of America on a pro rata basis, according to the number of each type of plate sold. Effective January 1, 2008.
Amends the Illinois Public Aid Code. In provisions concerning child care for TANF recipients, provides that in determining income eligibility for child care benefits, the Department of Human Services shall specify an income threshold of no less than 55% (instead of 50%) of the then-current State median income for each family size. Provides that a co-payment for child care services may not exceed 7% of a family's income.
Amends the School Code. Provides that if a public school or school district collects biometric information from students, it may do so only with, at a minimum, written permission from (i) the individual who legally enrolled the student or (ii) the student, if he or she has reached the age of 18. Prohibits the school or school district from refusing any services otherwise available to the student for withholding permission. Sets forth conditions for collecting and using the information. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective August 1, 2007.
Creates the Illinois Food, Farms, and Jobs Act and the Illinois Local and Organic Food and Farm Task Force. Sets out the composition of the Task Force. Provides that the Task Force shall develop a plan for expanding and supporting a State local and organic food system and for assessing and overcoming obstacles to an increase in locally grown food and local organic food production. Sets out the contents of the plan. Amends the State Finance Act to create the Illinois Local Organic Food and Farm Fund. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning usury.
Amends the Counties Code. Provides that, in each county in which a Children's Advocacy Center provides services, the county board may adopt a mandatory fee of up to $5 to be paid by a defendant on a judgment of guilty or a grant of supervision under certain Sections of the Unified Code of Corrections.
Amends the Hospice Program Licensing Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to implement the Medical Assistance provisions of the federal Family Opportunity Act (enacted as part of the Deficit Reduction Act of 2005) as soon as possible after the effective date of this amendatory Act. Requires the Department to take all necessary and appropriate steps to try to secure (i) a grant for a demonstration project regarding home and community-based alternatives to psychiatric residential treatment facilities for children, as authorized by the federal Act, and (ii) the location in Illinois of a family-to-family health information center, as authorized by the federal Act. Effective immediately.
Creates the Forensic Psychiatry Fellowship Training Act. Provides that the University of Illinois at Chicago shall expand its focus on enrolling, training, and graduating forensic mental health professionals by creating a forensic psychiatry fellowship training program at its College of Medicine. Contains provisions concerning the powers and duties of the University of Illinois at Chicago under the program, program curriculum, and State funding. Effective immediately.
