Commissions a bi-partisan task force on the status of underrepresented minorities in higher education to evaluate the status of traditionally underrepresented populations, specifically African Americans, Latinos, and Native Americans, in this State's public and private institutions of higher education.

Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning a license required to engage in the business of making loans of money in a principal amount not exceeding $25,000.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning special license plates for a village president or a mayor.
RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that when the two Houses adjourn on Friday, October 16, 2009, they stand adjourned until Wednesday, October 28, 2009 at 12:00 o'clock noon.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Downstate Police and Downstate Firefighter Articles of the Illinois Pension Code. Provides that, if not otherwise a party, the municipality is entitled to appear, as a matter of right, in any proceeding involving a participant or a beneficiary under the Articles that might result in a final administrative decision by the board. Effective immediately.
Amends the School Code and the Illinois Vehicle Code. Removes a provision in the School Code that allows a school district to transport not more than 15 students to and from an interscholastic athletic or other interscholastic or school-sponsored activity in a van. Provides instead that a school district transporting students in grade 12 or below for an interscholastic, interscholastic athletic, or school-sponsored, noncurriculum-related activity that (i) does not require student participation as part of the educational services of the district and (ii) is not associated with the students' regular class-for-credit schedule or required 5 clock hours of instruction shall transport the students only in a school bus, a vehicle manufactured to transport not more than 10 persons, including the driver, or a multifunction school-activity bus manufactured to transport not more than 15 persons, including the driver; allows for a depreciation allowance claim. In the Illinois Vehicle Code, makes changes with regard to the definition of "school bus" and the requirement that every student enrolled in grade 12 or below in a public or private nursery, primary, or secondary school be transported in specified types of vehicles for certain activities. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2010.
Creates the Green Jobs Training Fund Act. Creates the Green Jobs Training Fund as a special fund in the State Treasury. Provides that the purpose of the Fund shall be to support the development and implementation of worker skills training and education programs in energy efficiency and renewable energy industries. Authorizes the Director of Labor to use money from the Fund to establish 2 competitive grant programs: (i) an Energy Training Partnership Grant program, which would authorize the Director to award grants to eligible entities in order to produce economically self-sufficient program participants and a skilled workforce for eligible industries and (ii) a Pathways out of Poverty Grant program, which would authorize the Director to award grants to eligible entities that meet certain requirements. Limits grants made under either of these programs to $500,000 total over no more than 2 years. Requires the Department of Labor to report certain information to the General Assembly and Governor each year.
Amends the School Code. Extends the time period during which a school district other than the Chicago school district may transfer moneys from specified funds for any purpose from June 30, 2010 to June 30, 2013. Effective immediately.
Amends the Prevailing Wage Act. Provides that for a laborer, worker, or mechanic engaged in the transportation of aggregate or excavated materials or the operation of equipment to haul aggregate or excavated materials to or from the site of the building or construction job, the Department of Labor shall take into consideration the applicable prevailing wage rate and the Illinois Department of Transportation's current method of establishing equipment rates for trucks on public works projects. Defines various terms.
