Amends the Public Utilities Act. Requires the Illinois Commerce Commission to conduct at least one workshop and issue a report concerning how the State can continue to encourage electric utilities in their efforts regarding the evaluation of emerging technologies, products, and services associated with the provision of electric service to provide their customers with reliable, efficient, and safe electric service. Provides for repeal of the provisions on January 1, 2017. Effective immediately.

Provides that no later than June 30, 2017, the Illinois Commerce Commission shall issue a report evaluating the effectiveness of the 3-year planning and implementation timeline applicable to electric utilities' energy efficiency and demand response plans and gas utilities' energy efficiency plans as set forth in the Act through the period ending May 31, 2014. Effective immediately.
Amends the School Code. Provides that a separate tax shall be levied by the Chicago Board of Education for the purpose of making an employer contribution to the Public School Teachers' Pension and Retirement Fund of Chicago, at the rate of 0.26%; requires the proceeds from this separate tax to be paid directly to the Pension Fund. Makes a corresponding reduction in the rate limitation for the tax for general educational purposes. Effective immediately.
